Opportunity Overview
Rhode Island Commerce, in collaboration with the Rhode Island Department of Administration, has opened the September 2026 round of the Innovation Network Matching Grant Program. This round funds organizations that help small and underserved Rhode Island businesses through technical assistance, space on flexible terms, and/or access to capital.
Funding and Match
Applicants must request at least $50,000. Rhode Island Commerce does not publish a maximum award for this round; typical program awards are approximately $75,000 to $125,000. Applicants must provide at least a 50 percent match, which may be cash or in-kind. Funded projects typically run for approximately one year.
Deadline
Applications are due September 18, 2026 at 5:00 PM EST. The September round opened September 8, 2026.
Eligible Applicants
Eligible applicants include nonprofit organizations, for-profit organizations, institutions of higher education and qualifying co-working space operators that provide support to small businesses. For the September 2026 round, applicants must specifically support small and underserved businesses because of the round’s funding source.
The broader program supports organizations serving small businesses of 500 or fewer employees in targeted industries and categories such as small and underserved businesses, life sciences, ocean economy, defense, food and agriculture, critical technologies, financial empowerment and technology commercialization, as well as businesses evaluating employee ownership.
Program Activities
Funded organizations may provide technical assistance, flexible-term space and/or access to capital. Applicants should use the official application portal, review the current Network Matching Grant rules and regulations, and prepare the current budget template and all materials requested by the application portal.
Technology and Dr. Miltie Relevance
N9+ Fit Score: 0/100. This is an intermediary small-business support grant, not a healthcare technology, telehealth or clinical equipment funding program. No legitimate role for the Nonagon N9+ device and platform is established by the published criteria.
QC Healthcare Fit: 0/100. The published program does not establish a healthcare staffing or clinical-services role.
Atlas Assessment
Atlas Opportunity Score: 72/100. The round is verified, open and clearly funded, but it is not a strong Dr. Miltie, N9+ or QC Healthcare opportunity. The mandatory 50 percent match and the requirement that applicants operate as small-business support organizations also make a direct Dr. Miltie/QC pursuit inappropriate absent independently verified qualifying program operations.
How to Apply
Eligible organizations should review the official Rhode Island Commerce program page and rules, complete the current application and budget materials through the application portal, document the required 50 percent cash or in-kind match, and submit by September 18, 2026 at 5:00 PM EST. Program questions may be directed to innovation@commerceri.com.
