Opportunity Overview
The New Jersey Department of Environmental Protection Freshwater Wetlands Mitigation Council is accepting proposals for its Atlantic Region In-Lieu Fee Grant Program. The funding is intended for projects that create, restore, or enhance wetlands dominated by tidal wetland components to compensate for disturbances to intertidal-subtidal shallows.
Deadline
Conceptual proposals are due October 15, 2026 at 5:00 PM. NJDEP’s public notice states the clock time but does not expressly identify a time zone, so Atlas does not infer one.
Funding
The source is New Jersey’s Wetlands Mitigation Fund / In-Lieu Fee Program. The current public notice does not publish a total funding pool, per-applicant award ceiling or range, or a mandatory applicant match or cost-share requirement.
Eligible Applicants and Project Geography
Eligible applicants include nonprofit organizations, county, state, and federal agencies, and other appropriate agencies. Proposed projects must be located in the Atlantic Region, covering Watershed Management Areas 12, 13, 14, 15, and 16.
Eligible Costs
According to NJDEP, eligible project costs may include design, permitting, construction, monitoring, personnel, contractual services such as consultants and subcontractors, and other direct costs such as equipment and supplies, printing, mailings, and public notice publication. Only costs incurred during the grant award period are eligible. Grant funds may not be used to develop the grant proposal itself.
Application Requirements
Applicants must submit a Conceptual ILF Grant Proposal. At minimum, the proposal must identify the project location, service area, county and municipality; the amount of wetlands to be enhanced, created, or restored; the amount of money requested; a detailed explanation of the proposed budget; the number of proposed mitigation credits; and a proposal summary. NJDEP also advises applicants to use its mitigation proposal checklist when preparing for a full proposal.
The Mitigation Council page lists Council staff materials at: Staff to Freshwater Wetlands Mitigation Council, c/o NJDEP Mitigation Unit, P.O. Box 420, Mail Code 501-02A, Trenton, NJ 08625-0420.
