Broad Eligibility

Massachusetts municipal entities, qualifying small businesses, nonprofits, regional entities with municipalities as end beneficiaries, and regional school districts. Health care and digital health are priority sectors for small business and nonprofit applicants.

Atlas Analysis

Atlas Opportunity Score 84/100. N9+ Fit 0/100. QC Healthcare Fit 0/100. School/Education Funding Score 82/100 because school districts are eligible municipal applicants, but funded costs are restricted to CyberTrust Massachusetts cybersecurity services.

Opportunity Overview

The MassCyberCenter, a division of the Massachusetts Technology Collaborative, is administering the Cyber Resilient Massachusetts Grant Program under NOFO 2026-Cyber-01. The program helps eligible Massachusetts municipalities, small businesses, and nonprofits obtain Security Operations Center services from CyberTrust Massachusetts, including Managed Detection and Response, Extended Detection and Response, and Application Control and Zero Trust services.

Funding and Deadline

Applications are accepted on a rolling basis. The controlling program page does not publish a fixed applicant deadline or cutoff time. COMMBUYS lists a technical bid opening date in 2030, but Atlas does not treat that system date as the applicant deadline because the current program page expressly states that applications are rolling.

Following the July 28, 2026 amendment, grants may fund up to one third of the cost of eligible CyberTrust Massachusetts services, plus an onboarding fee when applicable. The former $50,000 maximum was removed. Applicants should therefore budget for the remaining service cost not covered by the grant.

Eligibility

Eligible applicants include Massachusetts municipal entities, qualifying small businesses, and nonprofit organizations. Joint municipal applications are encouraged, including local government and school district partnerships, and regional school districts may apply separately from local governments. Regional entities may also qualify when municipalities are the end beneficiary.

MassCyberCenter prioritizes Massachusetts based small businesses and nonprofits in sectors including health care and digital health, artificial intelligence and machine learning, BlueTech, ClimateTech, defense and aerospace, FinTech, manufacturing, microelectronics, robotics, quantum, and entrepreneurial support organizations.

Application Requirements

Applicants must first obtain a scope of work from CyberTrust Massachusetts and include that scope of work with the application. Municipal applicants use the municipal budget template, while small businesses and nonprofits use the corresponding small business and nonprofit budget template. Applications are submitted through the MassTech application process identified on the program page. Municipal grants are forward funded; grants to small businesses and nonprofits are reimbursable.

Strategic Fit

Atlas Opportunity Score: 84/100.

N9+ Fit Score: 0/100. The solicitation is restricted to cybersecurity services provided by CyberTrust Massachusetts and does not establish a legitimate role for the Nonagon N9+ device and platform.

QC Healthcare Fit: 0/100. Health care and digital health organizations are priority applicant sectors, but the funded service itself is cybersecurity infrastructure rather than a QC Healthcare service.

Dr. Miltie direct applicant or vendor fit: 0/100. The program is limited to eligible Massachusetts applicants and funds specified CyberTrust Massachusetts services, so Atlas does not treat Dr. Miltie, LLC as a direct applicant or funded vendor.
