The Rhode Island Department of Environmental Management is accepting applications for the 2026 Marine Pump-Out Facilities and Pump-Out Boats Grant Program. The program supports construction, replacement, retrofit, operation, and maintenance of marine pump-out facilities and the purchase, operation, and maintenance of pump-out boats serving Rhode Island marine waters.

Application period: Applications are accepted through Rhode Island’s Grant Management System, eCivis, from February 6, 2026 through November 1, 2026. DEM notes that priority was given to applications received before March 6, 2026. The current official page does not publish a deadline time or time zone.

Eligibility: Owners of Rhode Island marinas may apply for projects located at their marina. Cities, towns, harbor masters, and other public agencies are also eligible. A nonowner operator may apply only when the owner countersigns the application and grant award.

Match: All awards require a 25 percent grantee dollar match. Awards are reimbursement based. Requests greater than $5,000 require three quotes with the application. Applicants must comply with applicable procurement requirements and register in Ocean State Procures.

Eligible costs include qualifying new and replacement land based pump-out facilities, new and replacement mobile pump-out boats, and approved operation and maintenance costs. Award amounts are adjusted by DEM based on project need, program criteria, and geographic distribution; the current public page does not publish a per applicant maximum award.

Atlas assessment: Atlas Opportunity Score 35/100. N9+ Fit 0/100. QC Healthcare Fit 0/100. This is marine sanitation and water quality infrastructure funding and does not establish a legitimate role for the Nonagon N9+ device and platform or QC Healthcare. No applicant outreach is warranted on current fit.
