Institution and Program Eligibility
Participating institutions must be Title IV eligible. Proposed short-term programs must generally be at least eight weeks but fewer than 15 weeks, include 150 to 599 clock hours, not be offered through correspondence, study abroad, or direct assessment, and have operated in their current format for at least one year. Programs must also satisfy the other federal and state requirements in NCWorks Commission Policy Statement CPS 04-2026.
For Workforce Pell approval, institutions must demonstrate at least a 70 percent completion rate and 70 percent employment rate for each proposed program, using the applicable state-approved data process.
Application Process and Required Materials
The process begins with self-review for basic eligibility and approval as an Eligible Training Provider in North Carolina. Institutions apply through the Eligible Training Provider List application at NCWorks. After ETPL approval, the institution indicates interest in Workforce Pell in the ETP application system and submits the additional information required for state Workforce Pell approval.
UNC institutions, nonprofit institutions, and proprietary institutions may need an executed data-sharing agreement with the North Carolina Department of Commerce Labor and Economic Analysis Division, together with the official data certification form and student completion spreadsheet, so that required completion and employment calculations can be produced. Existing ETPL-approved programs with sufficient operating history may be able to use existing performance data. After state approval, institutions submit qualifying programs for federal approval and must notify the NCWorks Commission of federal approval within 10 calendar days.
