Opportunity Overview
Montgomery County Department of Housing and Community Affairs (DHCA), working with the County Office of Grants Management, is accepting applications for the FY28 Community Development Block Grant (CDBG) Public Service Grants. Montgomery County anticipates approximately $660,000 in FY28 public service funding, subject to HUD approval, and applicants may request up to $45,000 per project.
Deadline and Submission
Applications are due September 18, 2026 at 11:59 PM through the Montgomery County Euna Grants application platform. The revised County RFA publishes the clock time but does not separately state a time zone, so Atlas does not infer one. Late, incomplete, illegible or corrupted submissions will not be considered.
Who Can Apply
The revised RFA eligibility section permits a 501(c)(3) nonprofit organization or government agency. CDBG funded activities must serve Montgomery County residents exclusively, at least 70 percent of beneficiaries must be low or moderate income under HUD rules, services must be provided free of charge, and the project must be ready to begin by July 1, 2027. Nonprofit applicants must maintain Maryland SDAT good standing and current or exempt status in the Maryland Charities Public Registry. A regional or national organization must have a Montgomery County location through which the related services are delivered.
Healthcare and Human Services Uses
The County expressly identifies eligible public service activities including mental health, healthcare navigation and education supports, services for seniors and people with disabilities, housing related supportive services, eviction prevention, youth development, employment readiness, immigrant services, crime prevention and other community based services addressing critical local needs.
Eligible and Ineligible Costs
Allowable budget categories include personnel, fringe benefits, travel, supplies, contractual services, indirect costs within allowable limits, and necessary IT hardware or software. Equipment is limited to items individually valued at less than $5,000. Construction, renovation, other capital improvements, major equipment purchases over $5,000, lobbying, religious activities, entertainment, fundraising, depreciation, prohibited direct income payments, supplanting, out of period costs, debts, fines and penalties are ineligible.
Application Package
The application requires exact applicant legal and tax information, SDAT Department ID, Federal Tax ID, UEI, nonprofit registry status where applicable, primary and secondary contacts, the most recent IRS Form 990 or an explanation of filing exemption, tax exempt documentation for nonprofit applicants, eligibility and capacity responses, a consolidated proposal PDF, needs assessment, measurable outcomes, required Project Goals and Performance Measures template, the CDBG budget template and supporting materials. Mandatory appendices include applicable fee information, partner commitment letters and budget support. Successful applicants may also need insurance, SAM.gov registration and financial documentation before award execution.
Match and Funding Conditions
The RFA does not state a mandatory non Federal match or cost share. Leveraging other funding, volunteers, donated goods or services and community resources is a scoring consideration, not a published mandatory match. Awards remain contingent on Montgomery County receiving adequate HUD CDBG funding and completing the County and HUD approval process.

Important RFA Quality Control Note
The County’s August 26 update says the Budget Narrative requirement was removed, while the revised RFA budget section still contains language calling for budget justification. Applicants should follow the live Euna application and any later County amendment or clarification rather than assuming the requirement is eliminated.
