Kansas KDEM FY2026 Emergency Management Performance Grant

The Kansas Division of Emergency Management (KDEM), within the Kansas Adjutant General’s Department, is accepting FY2026 Emergency Management Performance Grant (EMPG) subrecipient applications from eligible Kansas county governments. EMPG supports all-hazards emergency-management capability, planning, training, exercises, operations, public education and Emergency Operations Center readiness.

Funding and Match

KDEM does not publish one statewide per-county award ceiling. Annual award levels depend on available federal grant funds and the jurisdiction’s capacity to expend the funding, using a formula that considers population, vulnerable-needs population, income, jobs/property, assessed values, livestock, crops, transportation and hazardous materials. The program requires a 50% federal / 50% non-federal cost share. The non-federal match may be cash or documented allowable in-kind contributions.

Eligible Applicants

Eligible subrecipients are Kansas county governments that submit the required application and supporting documentation, employ an emergency-management director/coordinator meeting Kansas requirements, have successfully completed prior EMPG requirements and reports, maintain the required UEI for the emergency-management department, and satisfy current federal and state compliance requirements.

Current guidance allows eligible emergency-management staffing and operating costs tied to the EMPG work plan, certain information-technology capabilities, office and administrative supplies, computers and EOC workstations, planning activities, HSEEP-consistent exercises, approved training and training travel, and public-education and citizen-preparedness activities.

Important Restrictions

Current FY2026 Kansas guidance states that equipment purchases are not allowable. Vehicle purchases, unmanned aerial vehicles, construction, weapon systems/ammunition, professional dues and radios are also listed as ineligible. EMPG also may not support costs associated with hiring, equipping or training sworn public-safety officers whose primary duties are traditional law enforcement, firefighting, emergency medical services or other first-responder duties.
