Scope: The selected consultant will support pharmacy feasibility and sustainability analysis; offsite community pharmacy and onsite remote pharmacy strategy; 340B program design, registration, compliance planning and audit readiness; data and revenue viability analysis; five year strategic business planning and financial modeling; local pharmacy contracting and partnership strategy; pharmacy and 340B policies and procedures; Alaska pharmacy law and regulatory analysis; pharmacy staffing, workflows, inventory and technology planning; implementation and launch readiness; and remote pharmacy dispensing equipment research.
Required deliverables: The RFP calls for a pharmacy feasibility and sustainability assessment, five year pharmacy strategic business plan, five year financial pro forma, sensitivity analyses, operating model recommendations, a 340B implementation roadmap, compliance risk assessment, draft pharmacy and 340B policies and procedures, an implementation timeline and governance structure, and executive and board presentation materials.
Minimum qualifications: Respondents must demonstrate at least five years of experience implementing 340B and pharmacy programs for FQHCs, experience establishing new pharmacy operations, knowledge of HRSA 340B requirements and audit readiness, familiarity with manufacturer 340B environment changes, and expertise in pharmacy reimbursement, pricing and dispensing operations. Alaska pharmacy law knowledge and rural, frontier, Tribal or safety net experience are preferred.
Proposal requirements: The submission must include the firm profile and organizational structure, relevant project experience with at least three references, key personnel resumes and qualifications, Alaska specific experience, methodology and work plan, proposed timeline, detailed fee proposal, subcontractor identification and quality assurance measures. Required certifications cover legal authorization, federal healthcare program exclusion status, required professional licenses, compliance with applicable law and protection of patient information. The selected consultant must also provide required commercial general liability, professional liability or errors and omissions, cyber liability and workers compensation insurance.
Evaluation: ICHC weights relevant FQHC and 340B experience at 30 percent, Alaska and rural healthcare experience at 20 percent, technical approach and methodology at 20 percent, assigned personnel qualifications at 15 percent, cost and value at 10 percent, and references and past performance at 5 percent.
