The Alaska Department of Environmental Conservation, Division of Water is accepting proposals for the Alaska Clean Water Actions (ACWA) Grant, State Fiscal Years 2027-2029. The program supports projects that protect or improve Alaska surface-water quality from nonpoint-source pollution.
Funding: Approximately $900,000 is expected across the program, contingent on federal appropriations and availability. The controlling RFP lists estimated source funding of OSG $22,000 in SFY27, $195,840 in SFY28, and $100,000 in SFY29, plus Clean Water Act Section 319 funding of $84,130 in SFY27, $300,000 in SFY28, and $200,000 in SFY29. There is no set per-proposal minimum or maximum. Typical project costs range from $20,000 to $100,000, and larger projects may be considered.
Match: Zero applicant matching dollars are required.
Deadline: Completed applications and workplans are due by 11:59 PM Alaska time on Friday, October 16, 2026. Late applications will not be reviewed.
Project period: Projects may start no earlier than March 1, 2027 and must be completed by February 28, 2029.
Eligible project categories: Best Management Practices to improve or protect water quality, watershed planning, public outreach and education, and monitoring for nonpoint-source pollution or BMP effectiveness. Projects that fall under permit compliance or political advocacy are not eligible.
Eligibility: Eligibility depends on the applicable funding source. OSG funding is available only to municipal and Tribal governments or entities with populations below 10,000 based on the 2020 U.S. Census. Clean Water Act Section 319 funding may support state agencies, local and Tribal governments, nongovernmental and Tribal organizations, for-profit organizations, universities, and conservation districts.
Application package: Applicants must complete the DEC application template, the workplan template corresponding to the proposed action category, the budget template, and any other required attachments. Separate applications are required for separate projects.
