Oregon Department of Environmental Quality is accepting rolling applications for the Oregon Zero-Emission Fueling Infrastructure Grant in 2026. The program supports capital charging infrastructure for medium- and heavy-duty zero-emission vehicles and equipment operating in Oregon.
Funding
DEQ states that approximately $600,000 remains available for the 2026 round through Oregon’s federally funded Climate Equity and Resilience Through Action Grant. Standard awards reimburse up to 80% of eligible project costs. DEQ states maximum reimbursement of approximately $137,000 for one DC fast charger or $249,000 for two DC fast chargers. Projects with multiple Level 2 chargers may also be considered. COBID Certified awardees may be reimbursed for 100% of eligible project expenses.
Eligibility and school relevance
DEQ lists eligible applicants as Oregon private businesses, public municipalities or public government entities, and Tribal governments with qualifying Oregon fleets. Eligible projects must support medium- or heavy-duty zero-emission trucks, buses, equipment, or similar fleet vehicles operating in Oregon. Oregon school districts with qualifying fleet charging projects should confirm applicant and project-specific eligibility with DEQ before committing costs.
Eligible costs and requirements
Eligible costs may include charging equipment, design and engineering, trenching, wiring, customer-side electrical upgrades, installation labor, permitting, and related intelligent equipment and software used to monitor vehicle and charging-infrastructure performance. Planning-only projects and utility-side-of-meter infrastructure are not eligible for reimbursement. Applicants must coordinate with their electric utility and document at least a high-level feasibility review. Electricians used for installation must hold EVITP certification or an equivalent qualification as specified by DEQ.
Applications require a Unique Entity ID, DEQ Grants registration, fleet information, utility information, vendor quotes, and local planning authority information when applicable. Projects are expected to be completed by July 2028.
Deadline and submission
The 2026 round opened September 9, 2026 at 9:00 AM PDT. DEQ has not published a fixed closing date. Applications are reviewed weekly in the order received while funding remains available, so this is a genuine rolling opportunity. Applications are submitted through Oregon DEQ WebGrants.
