Eligibility and purpose
Berrien County invites organizations that address opioid prevention, harm reduction, treatment, or recovery for programs serving Berrien County. Applicants must also satisfy the County’s funding eligibility and Approved Responsible Vendor requirements. Those requirements include organizational capacity and integrity, applicable good standing, exclusion screening, a valid tax identification number with matching W 9, and required professional licenses, insurance, or bonding where applicable.
The grant is intended for opioid remediation and must align with the settlement’s approved uses. The controlling materials include treatment, prevention, warm handoffs and connections to care, syringe services, first responder support and training, and other approved opioid remediation activities. Exhibit E expressly includes expanded telehealth access for OUD and co occurring substance use or mental health conditions, mobile intervention and treatment services, and certain screening and care connection technologies.
Required application materials
The application package includes the official Narrative Template, Budget Template, and Timeline Template. Supporting materials include a valid tax identification number and matching W 9, recent financial statements, written fiscal policies and internal controls, a Project Director resume, and letters of intent from active partners. Applicants should follow the controlling RFP for the complete current requirements.
Indirect and administrative costs are limited to 10 percent. The award operates on a reimbursement basis. Atlas found no mandatory non Federal match or cost share in the controlling RFP. The RFP’s reference to a matching W 9 means that the W 9 must match the applicant’s tax identification number.

Atlas does not treat the opportunity as a general clinical technology grant, and no equipment or vendor role should be assumed without applicant and funder confirmation.
QC Healthcare or other clinical service participation is also conditional and would require independently verified licensing, experience, allowability, and procurement compliance. Dr. Miltie, LLC is not presently classified as a direct eligible applicant because local service delivery, opioid remediation experience, responsible vendor qualifications, financial and fiscal documentation, project leadership, and partner requirements have not been independently established.
Submission and timeline
Applications are submitted through the County’s official submission link. The RFP provides an email fallback for technical difficulty. Berrien County’s in-person applicant office hours occurred on September 16, 2026. Applicant questions remain due September 29, 2026, and the County plans to post questions and answers publicly on October 1, 2026. Award decisions are expected in November, contracting is planned for December, and the grant period begins January 1, 2027.
