The program supports expansion and long-term sustainability of biomedical research capacity at qualifying institutions in IDeA jurisdictions. COBRE-E supports growth of research programs, faculty, and core facilities. COBRE-S supports continued development and consolidation of the infrastructure created in prior COBRE phases.

Application budgets may not exceed $1.5 million in annual direct costs for a project period of up to five years. No cost sharing is required.

Eligible applicants are qualifying higher-education institutions and nonprofit organizations in IDeA jurisdictions: Alaska, Arkansas, Delaware, Hawaii, Idaho, Kansas, Kentucky, Louisiana, Maine, Mississippi, Montana, Nebraska, Nevada, New Hampshire, New Mexico, North Dakota, Oklahoma, Puerto Rico, Rhode Island, South Carolina, South Dakota, Vermont, West Virginia, and Wyoming. Eligible institutions must award doctoral degrees in health-related sciences or be independent biomedical research institutes or medical centers with ongoing federally funded biomedical research and must hold three or fewer active COBRE awards.

COBRE-E applicants must possess existing research capacity that can be allocated to the proposed scientific area or hold an active COBRE Phase 1 or COBRE-D award. COBRE-S applicants must hold an active COBRE Phase 2 or COBRE-E award. PDs/PIs must meet NIH leadership, appointment, and externally funded research requirements. Required registrations include SAM.gov/UEI, Grants.gov, eRA Commons, and ORCID. Applications are submitted through NIH ASSIST or an institutional system-to-system solution to Grants.gov and tracked in eRA Commons.

The opportunity does not allow clinical trials. It does, however, support research-core facilities, acquisition of new equipment, modernization of instrumentation, and maintenance of state-of-the-art technologies. This creates a legitimate conditional role for the Nonagon N9+ device and platform where the approved center scientific area needs shared non-interventional physiological measurement, guided examination, remote or telehealth-enabled observational research, translational data capture, or related capabilities.
