Opportunity Overview
Arkansas Community and Economic Development Program (ACEDP) 2026 General Assistance is a currently open Arkansas Economic Development Commission funding opportunity using the State Community Development Block Grant program. General Assistance supports qualifying public infrastructure and public facility projects. Arkansas has specifically documented public health facilities among the types of projects supported by State CDBG funding.
Funding and Deadline
General Assistance grants are available from $75,000 to $500,000. Water and wastewater projects that add new customers may request up to $1 million. New applications and resubmissions must be received by October 16, 2026 at 4:30 p.m. The controlling AEDC public page does not publish a time zone, so Atlas does not infer one.
Eligibility and Geography
Direct applicants are eligible Arkansas non entitlement cities and counties. AEDC states that eligible applicants generally include cities and counties under 50,000 population with at least 51 percent low to moderate income population, or projects benefiting an eligible targeted clientele. The entitlement cities excluded from the State program include Bentonville, Conway, Fayetteville, Fort Smith, Hot Springs, Jacksonville, Jonesboro, Little Rock, North Little Rock, Pine Bluff, Rogers, Springdale, Texarkana, and West Memphis.
Only cities and counties may receive the grant directly. A city or county may sponsor a project that benefits a nonprofit organization, for profit company, public health facility, or qualifying low and moderate income population when the project satisfies program rules.
Program Requirements and Eligible Project Types
Each project must satisfy a CDBG national objective: benefit to low and moderate income persons, elimination of slum or blight, or an eligible urgent community need. AEDC identifies public infrastructure and public facility projects as the core General Assistance uses. Prior Arkansas awards and current AEDC program materials document public health facilities, senior centers, childcare centers, youth centers, water and wastewater systems, streets, sidewalks, drainage, and related community facilities and infrastructure as eligible program uses.
A funded project must employ a professional administrator. AEDC recommends that applicants work with the appropriate Planning and Development District or another trained professional administrator. The current program page links the 2026 to 2027 ACEDP guidelines, General Assistance application, Part I cover page, exhibits, LMI data, 2026 income limits, and income survey methodology.
Match and Cost Share
The controlling AEDC public program summary does not state a universal mandatory local match percentage for General Assistance. Applicants should confirm the current 2026 to 2027 application and guidelines for any project specific leverage, local contribution, or financing requirements before finalizing a budget.
Submission
Applicants should use the current 2026 to 2027 General Assistance application package and supporting exhibits linked by AEDC. Because only cities and counties may apply directly, a healthcare or nonprofit project sponsor should coordinate with the relevant mayor, county judge, governing body, Planning and Development District, and professional grant administrator before submission.
Strategic Fit
Atlas Opportunity Score: 88/100. The opportunity is verified open, offers up to $500,000 for public facility projects, and Arkansas has documented public health facilities as an eligible CDBG use. It is strategically relevant to rural and community healthcare infrastructure where an eligible municipality or county is willing to sponsor the project.
N9+ Fit Score: 30/100, conditional. The Nonagon N9+ device and platform should not be forced into a primarily capital and infrastructure program. A potential role exists only where an eligible city or county sponsors a qualifying public health facility project and the current ACEDP rules, project budget, and local procurement process expressly permit remote physical examination or connected clinical equipment. No device or platform cost should be assumed allowable without project specific confirmation.
QC Healthcare or other Dr. Miltie fit: conditional and applicant led. Dr. Miltie is not an eligible direct applicant. Any role would be downstream technical, grant development, implementation, or competitively procured vendor support for an eligible local government sponsored project.
