The National Institutes of Health, Office of Research Infrastructure Programs, is accepting applications for Development of Collaborative Research Facilities or Research-Resource Facilities (C06 Clinical Trial Not Allowed), opportunity PAR-26-106, Assistance Listings 93.352 and 93.310.
The program supports two construction tracks. The Biomedical Research Facilities program supports construction or modernization of shared biomedical research facilities, while the HIV/AIDS Research Facilities program supports shared research infrastructure aligned with NIH Office of AIDS Research priorities. Current federal funding is listed at $88 million with 14 expected awards. Federal requests must be $2 million to $8 million for BRF projects and $2 million to $4 million for HRF projects. No cost sharing or matching is required.
Next application deadline: January 25, 2027 at 5:00 PM local time of the applicant organization. A later receipt date is January 25, 2028 at the same local-time rule. Applications are submitted electronically through Grants.gov using NIH ASSIST, Grants.gov Workspace, or an eligible institutional system-to-system solution, and are tracked in eRA Commons.
NIH notice NOT-OD-26-089, released September 11, 2026, materially expands eligible organizations effective for receipt dates on or after January 25, 2027. In addition to higher-education institutions and nonprofits, eligible applicants now include small businesses and other for-profit organizations, state and local governments, Tribal governments and organizations, eligible federal agencies, U.S. territories or possessions, independent school districts, public and Indian housing authorities, faith-based or community-based organizations, and regional organizations. Foreign organizations and foreign components remain ineligible.
Applicants must maintain active SAM.gov registration and UEI, Grants.gov registration, and eRA Commons registration. Only one application per institution, identified by NIH IPF number, is allowed. The PD/PI must have appropriate scientific and administrative standing to lead the construction project. Facilities must serve broad research communities and remain dedicated to the supported biomedical research purpose for the required federal-interest period.
Allowable funding centers on architectural and engineering design, construction, commissioning, and fixed equipment. NIH expressly excludes non-fixed or movable equipment, scientific instruments, supplies, routine operations, billable medical care, office space, classrooms, and unrelated consultant costs. This materially limits a direct funded role for the Nonagon N9+ device and platform.
Atlas assigns an Atlas Opportunity Score of 68/100 and an N9+ Fit Score of 3/100. The opportunity is strategically significant because of its large research-infrastructure awards and newly broadened applicant eligibility, but it is primarily a construction and fixed-infrastructure program rather than a telehealth or remote physical examination procurement pathway. Dr. Miltie, LLC is now within an eligible organization class for the January 25, 2027 and later receipt dates, but Atlas is not advancing a direct application without independently verified facility control, research-community need, construction readiness, qualified project leadership, and a compliant shared-use biomedical research project.
