Southcentral Foundation (SCF) is soliciting qualified Design Teams under RFP SCF26-1197, Yagheli Shesh Qenq’a ANPCC I, II, III Renovations Design and Documentation Services for professional design, bid administration, and construction administration supporting renovations at the Anchorage Native Primary Care Center complex.
Deadline: Proposals are due October 13, 2026 at 2:00 PM AST, as published by SCF. Prospective offerors must register with SCF Purchasing by September 22, 2026. The pre-proposal/site visit is scheduled for September 24, 2026 from 1:30 PM to 3:30 PM AST. Questions are due September 29, 2026, with SCF responses anticipated October 6, 2026.
Contract value: The reviewed solicitation does not publish a contract ceiling. The cost proposal is structured on a time-and-materials, not-to-exceed basis using fully burdened hourly rates. Match or cost share is not applicable because this is a procurement.
Scope: The project includes roof replacement, stairwell work, boiler and HVAC replacement and upgrades, building-wide commissioning, and approximately 14,000 square feet of clinic tenant improvements, including exam-room modifications. The selected team will advance existing bridging documents through final design and provide bid and construction administration services.
Qualifications: Proposers must hold a valid Alaska Business License and all applicable professional licenses and registrations. The required design team includes architecture, structural, mechanical/plumbing, and electrical disciplines. Applicable design documents must be sealed by Alaska-registered architects or engineers. The scope also requires Autodesk Forma use, references from owners for Forma projects, and evidence of required training before contract execution.
Submission: Submit one PDF proposal by email to SCFPurchasing@southcentralfoundation.com using the subject format prescribed in the RFP. The response criteria and resumes are limited to five pages total; the title page, cover letter, licenses/certifications, and required forms are excluded from that limit. Required elements include a signed cover letter, response criteria, key-personnel resumes, licenses and insurance material, notarized non-collusive affidavit, proposal offer/signature form, cost proposal, and acknowledgments of issued addenda.
Evaluation: Similar project experience 15%; management/workplan 20%; design and cost estimating 15%; scheduling/sequencing 20%; Alaska Native/American Indian preference 2.5%; and cost 27.5%.
