The Michigan Department of Health and Human Services has issued the Recovery Support Services Competitive GFO (RSSC-2027) to expand recovery services for people seeking long term recovery from substance use disorders. MDHHS reports $1.2 million available statewide, with a maximum award of $150,000 and up to eight anticipated awards for the December 1, 2026 through September 30, 2027 program period.
Deadline and submission
Applications must be submitted electronically through MDHHS EGrAMS by 3:00 p.m. on Friday, October 9, 2026. The public MDHHS announcement does not publish a time zone for the deadline, so applicants should confirm the controlling RSSC-2027 GFO in EGrAMS rather than infer one. A pre application conference is scheduled for September 17, 2026 at 10:00 a.m.; the public announcement likewise does not state a time zone. Eligibility
Eligible applicants must meet MDHHS’s definition of a Recovery Community Organization or Recovery Community Center. Recovery Community Organizations are independent nonprofit organizations led and governed by people with lived experience and supporters that conduct recovery focused advocacy, community education and outreach, and peer based recovery support. Recovery Community Centers are community based settings providing services such as recovery coaching, relapse prevention skill building, employment and job training linkages, recreation, and other recovery supports.

This state directory is useful applicant intelligence but does not itself prove that any listed organization satisfies every current RSSC-2027 requirement. Recovery Community Centers not appearing on that directory may also be eligible if they meet the controlling GFO definition.
Requirements requiring GFO confirmation
The public MDHHS announcement does not enumerate a mandatory match or cost share, the complete attachment list, detailed budget allowability rules, vendor procurement rules, reference requirements, or addenda. Applicants should use the controlling RSSC-2027 GFO and current EGrAMS resource documents for those requirements before submission.
