Opportunity Overview
The Illinois Community College Board is accepting applications for the FY2027 Innovative Bridge and Transitions (IBT) Program Grant, CSFA 684-01-1670. The program supports bridge, transition, wraparound, disability-transition, and career-pathway programming that moves eligible Illinois participants into and through postsecondary education and employment.
Funding and Deadline
The controlling ICCB NOFO provides approximately $9.3 million in state funding, anticipates 30 to 70 awards, and sets an authoritative award range of $75,000 to $375,000. Applications must be received in Euna by October 2, 2026 at 5:00 PM CST. The NOFO states that no cost sharing or matching is required. Indirect costs are allowable through an applicable negotiated rate or, when eligible, a 15% de minimis MTDC rate.
The public Euna record currently displays a $50,000 floor and a matching flag of “Yes” while separately showing 0.00% cash, in-kind, and other-funding requirements. Atlas treats the signed/published ICCB NOFO and ICCB FAQ as controlling unless ICCB issues a formal amendment, so applicants should not silently substitute the Euna floor or infer a nonzero match.
Eligible Applicants and Program Structure
Eligible applicants include institutions of higher education, community-based organizations, local education agencies, public or private nonprofit agencies, and other organizations demonstrating effectiveness with the eligible target populations. Successful applicants must directly provide the core services, although supportive-service subcontracting is permitted with ICCB approval. Applicants select one primary objective: Adult Education Bridge/ICAPS; seamless college and career transitions; wraparound support services; or transitions for students with disabilities. A minimum of one role-specific partner letter is required at submission.
Healthcare Workforce Relevance
Healthcare-career pathways are explicitly viable under the FY27 guidance. ICCB’s September FAQ confirms that equipment costs are allowable, Pharmacy Technician certification exam vouchers are allowable, and noncredit phlebotomy training may be supported under Objective 2a as a healthcare pathway leading toward additional credit-bearing training. Prior Illinois IBT awards have also supported nursing simulation equipment and healthcare pathway development.
Application Controls
Applicants must be pre-qualified in GATA, maintain a valid UEI and current SAM.gov registration, be in good standing with applicable State requirements, and complete the current FY27 Euna forms. Required application components include the Uniform Application, Cover Page, narrative, Uniform Budget, Performance Measures Chart, partner letter(s), and Programmatic Risk Assessment. The narrative is limited to 12 pages and must use the current FY27 template and required headers. Cost-per-participant caps vary by objective, and requested amounts must be consistent across all application components.
Atlas Analysis
Atlas Opportunity Score: 89/100. This is a strong education and workforce opportunity for Illinois organizations building healthcare career bridges, allied-health pathways, dual-credit or articulation models, wraparound supports, or transition programs serving targeted populations.
N9+ Fit: 55/100 conditional. Equipment is allowable, and healthcare training is expressly supported in the FAQ, but N9+ is not named. Any N9+ use would need to be applicant-led, necessary to the selected objective and curriculum, defensible within the approved budget, and compliant with procurement rules. Do not introduce N9+ in initial outreach.
QC Healthcare Fit: 15/100 conditional. The grant is primarily workforce and education funding rather than clinical-service funding. Any QC Healthcare role would need to be subordinate to an eligible applicant’s education or support model and independently allowable.
