Hillsboro Bridge Shelter Operator – 2026.084-RFP
Washington County Department of Housing Services is seeking an RFPQ-qualified operator or qualified project team to provide 24/7 operations for the 60-unit non-congregate Hillsboro Bridge Shelter serving adult households experiencing or at risk of homelessness.
Deadline: October 1, 2026 at 2:00 PM Pacific Time. Questions are due September 17, 2026 at 5:00 PM. A non-mandatory pre-proposal meeting is scheduled for September 14, 2026 at 11:00 AM.
Opportunity type: Competitive supportive-housing and shelter-services procurement. This is not a community grant.
Scope: Required operations include housing-focused case management and navigation, meals, hygiene, safety and security, HMIS reporting, property management, facility maintenance, and development of medical/health, medication-management, infectious-disease-response and disaster procedures.
Eligibility and qualifications: The long-term shelter operator must be approved through the applicable Washington County shelter/transitional-housing RFPQ supplier pool or the qualifying list resulting from Multnomah County’s 2025 RFPQ. The solicitation permits project teams and service-provider partnerships, but the prime shelter operator must satisfy the RFPQ qualification requirement.
Funding / contract value: Washington County states a shelter rate of $99 per unit per day, adjusted for site-specific needs. The solicitation does not state a maximum or total contract value. The initial contract term is one year with renewal potential up to five years. Funding includes regional Supportive Housing Services resources in partnership with Metro and state funding through Oregon Housing and Community Services.
