Region 9 Education Cooperative (REC 9) has issued RFP 27005, In-Person Speech Language Pathologist, seeking highly qualified individuals or organizations to provide licensed, in-person speech-language pathology services for students in Region 9 member school districts. The RFP was released September 10, 2026 and may result in multiple awards.
Deadline and Procurement Schedule
Proposals are due October 9, 2026 at 3:00 PM Mountain Standard Time/Daylight Time; Mountain Daylight Time (MDT) is in effect on that date. The distribution-list form and written questions are due September 22, 2026 at 3:00 PM Mountain Time. Region 9 plans to post written responses by September 25, evaluate proposals October 12-15, and award contracts October 16, 2026.

Scope and Eligibility
Eligible applicants are public or private organizations with documented and demonstrated ability to perform the required services. The contractor must maintain applicable New Mexico professional-board and New Mexico Public Education Department licensure, provide therapeutic services and evaluations, participate in IEP development and meetings, deliver services at the frequency and intensity required by student IEPs, comply with FERPA/HIPAA and other applicable education and confidentiality requirements, attend required Region 9/member-district meetings, and provide or receive supervision consistent with applicable licensure rules. Bilingual proficiency is preferred but not mandatory.
Contract Value, Cost Share and Term
This is a professional-services procurement, not a grant. No applicant match or cost share applies. Region 9 does not state a fixed contract ceiling or guaranteed minimum purchase. Offerors submit fully loaded hourly rates for direct services, administrative time and travel time, plus any other identified costs and applicable gross receipts tax information. The base contract may be one year with up to three additional one-year extensions, for a maximum four-year term, subject to funding and satisfactory performance.
Submission Rules and Required Package
Only electronic proposals are accepted through Region 9’s designated Formplus procurement portal. The technical proposal must be combined into a single PDF named using the convention <COMPANY NAME_RFP 27005>, use readable 12-point type, have numbered pages, and be no longer than 100 single-spaced pages as a whole; supplemental information may be appended.
The evaluated technical package includes experience, academic preparation and resumes for all proposed professional staff, reliability and provider availability, three references with organization/contact/service details, two professional reference letters from former employers, and Appendix G cost proposal. Mandatory pass/fail forms are Appendix A New Mexico Employees Health Coverage Form, Appendix B Campaign Contribution Disclosure, Appendix C Conflict of Interest, Appendix D Suspension Status, and Appendix E Response to Contract Terms and Conditions. After award, contractors must provide required insurance, New Mexico business registration/CRS number, tax identification, directed background checks for on-site personnel, Federal W-9, and an NMERB return-to-work approval letter if applicable.
Evaluation
Scored factors are Experience (100 points), Academic Preparation (50), Reliability (100), References (75), and Cost Proposal (75), with the required forms evaluated pass/fail. New Mexico resident preferences do not apply because the RFP states expenditures include federal funds.
