Yancey County Health Department is another realistic applicant type because it is a county public-health agency physically located in Burnsville and operates public-health and school-health services. Eligibility and project fit remain application-specific and should be reconfirmed before outreach.

Dr. Miltie / QC Healthcare Direct-Applicant Review

Dr. Miltie/QC Healthcare is not advanced as a direct applicant. The controlling eligibility rules require an eligible government agency or 501(c)(3) nonprofit with a physical location in Avery, Mitchell, or Yancey County. An outside Dr. Miltie/QC role would need to be applicant-led and appropriately structured as a vendor, service provider, or collaboration partner rather than as the grant applicant.
