Eligibility and Project Rules
The Fall 2026 cycle is open to qualified local nonprofit organizations, governmental agencies, and public schools serving Buena Vista County. The application specifically identifies qualifying charitable organizations, cities, counties, the State of Iowa, and school districts as eligible applicants; other organizations require an eligible fiscal sponsor.
BVCCF funds permanent, capital-type projects that provide a long-lasting benefit to Buena Vista County. Operational expenses and short-life or primarily consumable projects are not eligible. The official budget form includes equipment, construction, land purchase, planning and contracted expenses in the project budget, while training, supplies and staff expenses are expressly identified as costs that BVCCF funds may not cover.
Projects must be ready to begin after award and completed within 12 months. The budget must balance. Applicants are instructed to secure other project funding before applying, document committed funding, and treat BVCCF funding as the final dollars needed to complete the project.
Submission Controls
The application requires one original plus six copies, for seven complete application packets. The original must carry required signatures in blue or red ink, including the highest authorized organizational representative. Supporting attachments are generally limited to six additional pages; qualifying tax documentation does not count toward that six-page limit. The Foundation’s current public instructions state that mailed or hand-delivered applications must be received by the deadline, not merely postmarked.
Iowa Healthcare Relevance
Buena Vista Regional Medical Center (BVRMC) is a county public hospital in Storm Lake, and its official bylaws identify it as organized and operated under Iowa law with trustees elected by Buena Vista County voters. That public-hospital structure aligns with BVCCF’s governmental-agency eligibility pathway. Any applicant-specific project still must satisfy the capital, readiness, funding, documentation and completion requirements.
