Eligible uses: Purchase and installation of backup electrical power systems for critical drinking-water infrastructure. Eligible components may include the generator, mounting pad, automatic transfer switch, electrical equipment required to connect the generator, fuel-storage tanks, security fencing, fuel-supply plumbing and related appurtenances, plus other components necessary for installation and operation. The current application also provides budget categories for personal services, travel, contractual work, supplies and equipment. Fuel itself is not eligible. The project must result in a fully installed and functional system.

Application requirements: Applicants must have a SAM.gov Unique Entity Identifier (UEI) and include documentation tying the UEI to the applicant legal name. The application requests public-water-system and ownership/classification information, project contact details, population served and service connections, generator type/fuel/size, component costs, a project description, owner certification/signature, applicant authorization/signature when applicable, preparer signature and supporting information that helps ADEC prioritize project need.

Procurement requirements: State Revolving Fund Disadvantaged Business Enterprise (DBE) good-faith-effort requirements apply to construction, equipment, service and supply procurement regardless of procurement threshold. Recipients must solicit applicable DBE firms and document their efforts; there is no DBE quota.
