Opportunity Overview
Open West Virginia community-health funding opportunity. The Parkersburg Area Community Foundation and Regional Affiliates (PACF) is accepting applications for its current Fall Community Action Grants Program. Atlas is publishing only the directly documented healthcare-relevant lanes within this broader community grant program. PACF’s controlling FAQ expressly identifies Health and Wellness, Mental Health, Substance Use Disorders, Disability Services, Seniors, Emergency Response and Public Safety, and Transportation Access among its funding fields and supports capital/equipment, program development, capacity building, and operating support.
Funding
PACF states that Community Action Grant requests are generally up to $20,000. Requests above $20,000 may be considered only for highly collaborative or broad regional-impact projects, and applicants must contact the Foundation before submitting a request above that amount. This is not a guaranteed applicant award.
Deadline
The Foundation’s current grant-opportunities page lists the Fall Community Action Grants Program as open July 15 through September 15, 2026. The current controlling page does not state a closing clock time or time zone, so Atlas does not infer either. PACF states that late applications are not accepted.
Eligibility and Geography
Applicants must be a private nonprofit organization recognized under Internal Revenue Code section 501(c)(3) or a public institution such as a public school or government agency. The proposed program must be located in, or directly benefit residents of, PACF’s service area. West Virginia counties are Calhoun, Doddridge, Gilmer, Jackson, Mason, Pleasants, Ritchie, Roane, Wirt, and Wood. PACF gives priority to Calhoun, Doddridge, Gilmer, Ritchie, Roane, Wirt, and Wood counties.
Organizations may receive no more than one Community Action Grant per 12 months. An applicant must also have filed the final report for its most recent PACF grant-funded project and expended all previously awarded funds before it is eligible for another Community Action Grant. An organization may submit only one application per grant cycle for a project directly related to its own programs or operations, subject to PACF’s separate fiscal/sponsoring-agent rules.
Healthcare Publication-Scope Gate
This record passes Atlas’s hard healthcare-publication gate only for projects with a directly documented health objective. PACF’s official FAQ expressly names Health and Wellness, Mental Health, Substance Use Disorders, Disability Services, and Seniors as funding fields and expressly permits capital/equipment, program, capacity-building, and operating-support requests. Generic education, arts, facilities, ordinary IT, transportation, or other non-health Community Action projects are outside this Atlas record unless their funded scope itself establishes a direct healthcare, school-health, public-health, behavioral-health, EMS, disability-health, substance-use, or health-infrastructure objective.
Costs, Match, Vendor Rules, and Forms
PACF expressly permits capital and equipment projects, program development or expansion, capacity building, and qualifying operating support. The Foundation gives priority to projects that have or seek matching support, but the controlling FAQ does not impose a universal mandatory match percentage. Typical declines include annual campaigns, endowments, sectarian religious purposes, political purposes or lobbying, existing obligations/debts/liabilities, and student travel or participation in meetings, seminars, or study-exchange programs.
Applications must be submitted through PACF’s online grant portal. Required attachments include a list of officers and board members and a financial report for the most recently completed fiscal year, audited if available. PACF may request a recent Form 990 or proof of tax-exempt status. Applicants must upload a detailed project budget showing itemized expenses, income sources, and equal total income and expenses. PACF publishes no blanket vendor-preapproval rule for telehealth or remote-exam equipment; applicants should document the health use case and budget basis and confirm any project-specific purchasing requirements.
N9+ and Dr. Miltie Fit
N9+ Fit Score: 78/100 conditional. The fit is legitimate because PACF expressly funds health projects and major equipment, while qualified West Virginia applicants may operate telehealth, school-health, mobile-health, or rural-care programs. The Foundation does not specifically preapprove the Nonagon N9+ remote physical examination platform, so allowability must be tied to a documented applicant project and confirmed through the final application and budget.
QC Healthcare Fit: 52/100 conditional. A compliant healthcare implementation, equipment, workflow, or service-support role may fit a health-specific project if the applicant and PACF permit the cost. Dr. Miltie direct-applicant fit: 0/100 because the public eligibility rule is limited to qualifying nonprofits and public institutions.

Priority West Virginia Applicant
Coplin Health Systems – Atlas Organization Opportunity Score: 98/100. Coplin Health Systems is a nonprofit health organization serving Wirt and Wood counties, both PACF priority counties. Its current first-party materials document primary, preventive, behavioral, mobile, school-based, and telehealth services, including a Telehealth Backpack Program that connects students with Coplin providers using portable medical tools. PACF’s public recent-grantee list does not identify Coplin Health Systems itself as a Spring 2026 or Fall 2025 Community Action Grant recipient; however, the applicant must still confirm that it has no conflicting current-cycle application and that all PACF prior-grant/final-report requirements are satisfied before submission or outreach.
