Atlas Analysis

Strong statewide infrastructure opportunity with direct relevance to school-bus fleet charging and K-12/community parking-hub use cases. N9+ fit 0/100 and Dr. Miltie/QC fit 0/100. Dr. Miltie direct pursuit is not cleared absent a qualifying Maryland site/project, site control, vendor quotes and applicant-controlled documentation. No single fixed mandatory match percentage was identified, but award caps may leave an applicant-funded project gap.

Opportunity Overview

The Maryland Energy Administration (MEA) FY27 Community Electric Vehicle Supply Equipment (EVSE) Grant Program is a statewide competitive grant supporting eligible Level 2 and Level 3 electric vehicle charging projects across Maryland. MEA issued the FY27 Funding Opportunity Announcement on September 9, 2026.

Funding and Deadline

The program has an anticipated statewide budget of up to $16.5 million. Applications are due December 9, 2026 at 3:00 PM Eastern Time through the My MEA portal. Counties and local education agencies may request up to $1.5 million per applicant. Businesses and LLCs, eligible nonprofits, eligible higher education institutions, municipal governments, and Maryland-recognized Tribal governments may request up to $900,000 per applicant.

Eligible Applicants and Maryland Use Cases

Eligible applicants include qualifying Maryland counties, municipalities, local education agencies, businesses and LLCs, eligible nonprofits, eligible Maryland higher education institutions, and recognized Tribal governments. Eligible project types include multifamily, curbside, parking hub, workplace, and fleet charging. Fleet projects may include electric school buses. Parking-hub projects can include facilities such as healthcare sites and public K-12 or support facilities, making the program relevant to Maryland school and community infrastructure planning.

Eligible and Ineligible Costs

Eligible costs can include site engineering and design, permits, utility and electrical improvements, construction and site preparation, charging equipment and related hardware, network and warranty costs, ADA improvements, signage, and site lighting. Ineligible examples include Level 1 or individual residential charging, electric vehicle acquisition itself, site acquisition, lease payments, travel, food, marketing, and certain equipment-removal or duplicate-design costs.

Application and Technical Requirements

Applicants should be prepared to provide required organizational information and registrations, a W-9, authorized signatory information, the MEA Project and Budget Workbook, project narrative and self-verification materials, vendor or contractor quotes, equipment and installation information, site-control documentation when the applicant does not own the property, and applicable third-party commitments. Business and nonprofit applicants should verify Maryland SDAT status and good standing where required. The project schedule should address contractors or subcontractors, permitting, inspection, and utility service. Requests above $1 million may require the applicant’s most recent two years of financial statements.

Match, Reimbursement, and Vendor Considerations

Funding is generally reimbursed in arrears. The FY27 FOA does not establish a single fixed mandatory applicant match percentage for all projects, although program award caps and project costs may leave an applicant-funded gap, and leveraged funding may strengthen an application. Applicants should verify the financial structure for their specific project before committing funds.

Atlas Assessment

Atlas Opportunity Score: 94/100. N9+ Fit: 0/100. QC Healthcare / Dr. Miltie Fit: 0/100. Nonagon N9+ is not relevant to EV charging infrastructure and is not being forced into the opportunity. Dr. Miltie, LLC is an eligible entity type in the abstract because businesses and LLCs may apply, but a direct pursuit is not cleared absent a qualifying Maryland project and site, site control, compliant EVSE design and equipment, contractor or vendor quotes, and applicant-controlled project documentation.
