The Municipality of Anchorage / Anchorage Health Department RFGP 2026GP004 – Alcohol Tax Prevention Grants supports evidence-based services for Anchorage residents that provide early childhood education and/or prevent and promote healing from Adverse Childhood Experiences (ACEs), including child maltreatment, domestic violence, and sexual assault.
Funding: Each project must request between $50,000 and $200,000, including indirect and administrative expenses. Awards are subject to Municipal Assembly appropriation. Grants are paid on a reimbursable basis after invoice and general-ledger documentation. The indirect/administrative rate may not exceed 10% of direct expenses paid from award funds.
Deadline: Addendum No. 1 supersedes the original cover date and sets proposals due September 15, 2026 at 12:00 PM local time. The Municipality uses the wording “local time”; applicants should rely on the official solicitation/addenda and submit early.
Eligibility: Eligible proposers are limited to not-for-profit, Tribal, governmental, or quasi-governmental entities. Dr. Miltie, LLC is therefore not an eligible direct applicant. The funded services must benefit Municipality of Anchorage residents in priority populations experiencing greater social-determinant inequities and/or higher ACE risk.
Program scope: All funded services must be either direct services or training. Training may serve direct-service providers, parents, and caregivers. Projects must use a recognized evidence-based framework and include a Continuous Quality Improvement process. The expected initial performance period is January 1 through December 31, 2027, with an option for four additional one-year renewals subject to mutual consent and lawful appropriation.
Special eligibility rule: The required Letter of Transmittal must certify that the proposed services either were not offered by the proposer in 2020 or, if existing services, were not funded by the Municipality of Anchorage in 2020. Addendum No. 4 confirms that projects receiving 2026 Alcohol Tax funding may reapply for 2027 funding, but Alcohol Tax funds cannot legally be spent on services funded by the Municipality in 2020. The same addendum confirms Letters of Support and Letters of Commitment are neither required nor desired.
Application and submission: Proposals may be submitted electronically through BidExpress or as a compliant sealed physical submission to the Municipality Purchasing Department. Fax and email submissions are not accepted. Required proposal sections include a title page, table of contents, Letter of Transmittal, qualifications and experience, scope of work, data collection/reporting, an Objective Work Plan, and the required budget/budget narrative form. An organization may submit only one proposal.
Match and cost share: Atlas found no mandatory match or cost-share requirement in the controlling RFGP or Addenda 1-4 reviewed. Applicants should not infer that unlisted technology or equipment costs are automatically allowable; the proposal budget must be reasonable, necessary to the period of performance, and consistent with the approved service scope.
Procurement contact: Municipality of Anchorage Purchasing Department. The RFGP directs written questions to wwpur@anchorageak.gov and instructs proposers to identify the RFGP number in correspondence; the cover and addenda also publish wwpur@muni.org for Purchasing communications.
Atlas fit: Atlas Opportunity Score 87/100. N9+ Fit 3/100. QC Healthcare / Dr. Miltie partner fit 12/100 conditional. This is a strong behavioral-health, child/family wellbeing, prevention, and community-health funding vehicle, but it is fundamentally a direct-services/training grant rather than a telehealth or remote-examination technology opportunity. Atlas does not recommend forcing N9+ into the project. A Dr. Miltie role would only be appropriate if an eligible applicant independently defines a legitimate, allowable partner need within an evidence-based service model.
