Kentucky Rural Health Transformation’s Rapid Response to Recovery: CMHC Support opportunity supports Kentucky Community Mental Health Centers in strengthening the behavioral health crisis continuum through rapid follow-up after EmPATH visits, EMS behavioral-health training, care coordination, workforce development, equipment, technology and related implementation activities.
Deadline status
The controlling CMHC Support RFA currently linked from Kentucky CHFS expressly states that applications will be considered on a rolling basis. For Budget Period 1, the RFA itself contains conflicting dates, including July 3, 2026 in one section and June 26, 2026 in another application-instructions section, while the current CHFS grant-opportunities page lists July 6, 2026. Kentucky has not published a fixed later rolling cutoff, closing clock time, or time zone. Atlas therefore treats this opportunity as Active – Rolling / Late Consideration. New outreach to previously unsent applicants remains blocked unless current timing can be verified in a way that satisfies Atlas’s 48-hour outreach gate.
Eligible applicants
The program was limited to Kentucky Community Mental Health Centers. For the original Year 1 EmPATH follow-up component, the RFA specifically identified Cumberland River Behavioral Health, Kentucky River Community Care, Mountain Comprehensive Care Center and Pathways, while the community-based crisis-response focus area was available to eligible CMHC applicants statewide.
Funding and allowable uses
The original RFA described anticipated funding levels that varied by scope and permitted categories such as personnel, training and professional development, supplies, equipment, technology and software, travel and other direct costs. Capital construction was not allowed, and funds could not supplant existing funding or replace currently funded services.
Atlas strategy
Atlas Opportunity Score: 95/100. This remains a high-value Kentucky behavioral-health opportunity with strong crisis-system alignment, and the controlling RFA expressly establishes a rolling application basis. The unresolved issue is the absence of a fixed post-BP1 cutoff and exact closing time for late consideration, not the existence of rolling language. N9+ Fit Score: 12/100, conditional. The program centers on behavioral-health crisis follow-up, EMS training, care coordination, secure communications and data-sharing rather than remote physical examination. N9+ should not be introduced unless a genuine clinical workflow need is expressly supported. Dr. Miltie, LLC is not an eligible direct prime applicant under this structure.
Recommended next action
For previously unsent organizations, do not begin new outreach until Kentucky publishes or directly confirms current late-application timing sufficient to satisfy the 48-hour outreach gate. Organizations already contacted before the cutoff may continue through legitimate response or package work when permitted. Preserve prior successful outreach history and do not resend the same organization and exact-grant outreach.
