Atlas Analysis

Atlas Opportunity Score 74/100. N9+ Fit Score 0/100. Strong school-eligible green-infrastructure funding with no verified clinical-technology use case.

City of Portland Bureau of Environmental Services is accepting Fall 2026 pre-applications for the Percent for Green Grants program, which supports large-scale green infrastructure projects that improve stormwater management, watershed health, and community benefit.

Funding and deadline

Community groups, including schools, may request up to $350,000. The Fall 2026 pre-application is due September 15, 2026. The current City pages do not publish a closing clock time or time zone, so Atlas does not infer either. Applicants whose pre-applications are approved may submit the full application by November 1, 2026.

Eligible applicants and geography

Eligible applicants include community groups, businesses, nonprofits, student groups, schools, faith organizations, neighborhood or business associations, government agencies, and service groups within the City of Portland service boundary. Applicants that do not own the project property need property-owner permission.

Eligible projects and costs

Projects must use green infrastructure or low-impact development to manage stormwater and provide a clear public benefit. Examples include rain gardens, stormwater planters, ecoroofs, depaving, green streets, pervious paving, drainage improvements, and qualifying drywell components. Eligible costs can include professional services, construction contractors, permit fees, materials, supplies, plants and landscape materials, and certain volunteer or in-kind contributions. Building construction, long-term maintenance, alcohol, entertainment, and several other cost categories are ineligible.

Match and payment structure

For community groups, including schools, a 10% match is encouraged but not required and may be cash or in-kind. Awards are reimbursement-based, so applicants need the ability to cover approved costs up front or work with a fiscal agent that can do so.

Application requirements

The pre-application asks for a concise project description, selection-criteria fit, fiscal-agent information, and property-owner information. After pre-application approval, the full WebGrants application requires a project budget and timeline, maps, project-area photos, a site plan, budget narrative, and letters of support. Portland Public Schools projects require support letters from both the school principal and the district point of contact.

Atlas analysis

Atlas Opportunity Score: 74/100. This is a sizable, currently open Oregon school-eligible infrastructure grant with a clear two-stage process and broad community eligibility. N9+ Fit Score: 0/100. The verified scope is stormwater and green infrastructure and does not establish a legitimate remote physical examination, telehealth, guided-vitals, connected-diagnostics, or QC Healthcare use case.
