Opportunity Overview
The Mississippi Board of Licensure for Professional Engineers and Surveyors (PEPLS) has opened its FY2027 Education Grant Program for Mississippi engineering and surveying education programs leading toward professional licensure. The Board states that up to $600,000 is available statewide through reimbursable grants. No minimum request is required, and the Board does not publish a universal per-applicant ceiling.
Deadline and Status
Applications must be submitted on or before September 30, 2026 by the institution’s authorized contracting representative. The controlling announcement and RFP do not publish a closing clock time or time zone, so Atlas does not infer one. The Board anticipates award decisions by October 21, 2026.
Eligible Applicants
Eligible programs include four-year Bachelor of Science engineering programs accredited by the Engineering Accreditation Commission of ABET; two-year Associate Degree programs offering surveying curricula; and qualifying four-year Bachelor of Science programs supporting surveying-licensure education, including engineering, mathematics, forestry, GIS, and cartography. Surveying and surveying-related applicants must document curriculum compliance, active program status, and evidence that graduates pursue professional surveying careers. Multiple applications may be submitted by one institution.
Eligible and Ineligible Costs
Grant funds may support instructional equipment and resources, including computers, surveying equipment, laboratory equipment, library resources, and related approved items. Facilities and personnel expenses are not eligible. The proposal budget must itemize unit costs, delivery, training, supplier installation, appurtenances, supplies, and other incidental costs needed to complete installation. Installation costs incurred by the program or institution itself are not reimbursable.
Cost Share
Cost sharing is not required. Voluntary institutional cost sharing is permitted and may be considered favorably during evaluation.
Required Proposal Materials
The RFP requires a cover sheet identifying the supported program, academic unit, institution, program administrator, authorized contracting officer, contact information, and submission date. Surveying programs must provide the required curriculum documentation, catalog information, key-instructor CVs limited to two pages, facilities information, and student/career data. A project summary of no more than three pages must describe the equipment or resources, annual student benefit, courses using the items, and whether the purchase is replacement, supplemental, or new. Applicants also must address useful life, maintenance, required facilities/materials/personnel, instructional expertise, and an itemized cost schedule.
Evaluation
The Board will evaluate student licensure impact, equipment type, educational benefit, amount requested, number of students affected, procedures for use and maintenance, and other relevant factors. Voluntary cost sharing may be considered but is not mandatory.
Award, Procurement, and Reimbursement Rules
Awardees must execute the Board’s Memorandum of Understanding. The draft MOU requires the institution to purchase approved equipment by December 4, 2026, provide an anticipated delivery date, and request reimbursement no later than May 28, 2027. Grant payment occurs after purchase, payment, and receipt of approved equipment with documentary proof. Institutions must follow applicable state procurement laws and submit a final expenditure/use report with supporting documentation. Failure to comply may result in denied reimbursement or recovery of funds.
Submission Method and Contact
The public announcement and RFP state who must submit and the deadline but do not separately specify an online portal, email address, or physical-delivery method for the application itself. Atlas therefore does not invent a submission route. Program questions should be directed to information@pepls.ms.gov; PEPLS lists 601-359-6160 as its office number.
Addenda and FAQs
No separate current-cycle addendum, amendment, or FAQ is linked from the controlling FY2027 announcement page as of Atlas verification. Applicants should recheck the official PEPLS announcement before submission.
Atlas Analysis
Atlas Opportunity Score: 82/100 for qualifying Mississippi institutions. This is a well-defined, equipment-focused education grant with a substantial statewide pool and no mandatory cost share.
N9+ Fit Score: 0/100. The program is limited to engineering and surveying education leading to professional licensure; Atlas does not force a healthcare or remote-examination use case into this grant.
QC Healthcare / other Dr. Miltie fit: 0/100. Dr. Miltie, LLC is not an eligible direct applicant under the published academic-program eligibility requirements, and no legitimate healthcare-vendor pathway is established by the RFP.
