Broad Eligibility

Louisiana-based 501(c)(3) nonprofit organizations in good standing. Program favors established nonprofit partners with demonstrated impact on Louisiana health and wellbeing.

Atlas Analysis

A statewide Louisiana health-funding opportunity for established nonprofit partners. Impact Grants support projects that expand health and well-being impact or address immediate community needs after a disaster or crisis; the Foundation uses March 1 and September 1 LOI deadlines.

Opportunity Overview

The Louisiana Blue Foundation Impact Grant Program supports Louisiana nonprofit partners seeking to expand demonstrated work that improves the health and wellbeing of Louisianians or addresses immediate community needs after a disaster or crisis. Projects may address community health, education, child welfare and related health priorities.

Funding and Timing

Impact Grant awards are up to $100,000 per year. The Foundation accepts online Letters of Intent twice each year, with published deadlines of March 1 and September 1. Because the September 1, 2026 deadline has passed, the next published deadline is March 1, 2027. The current public RFP does not state an exact submission time or time zone.

Who Can Apply

Only Louisiana-based 501(c)(3) nonprofit organizations may apply. The Foundation also requires appropriate nonprofit status and good standing with the Louisiana Secretary of State. The program is intended for established partners that have demonstrated impact on Louisiana health and wellbeing.

Application Process

Applicants submit an online Letter of Intent through the Foundation’s SmartSimple portal. The LOI should describe the project, partners, community need, key progress indicators and outcomes, evaluation methods and proposed use of funds. Selected applicants may then be invited to submit a full application. An invitation to submit a full application does not guarantee funding.

Health Priorities and Fit

The RFP highlights healthcare workforce, maternal and infant health, mental health, chronic conditions, measurable health outcomes and collaborative community-health work. Education funding is generally limited, but the Foundation specifically identifies direct-health-outcome projects such as a school-based health pilot focused on health screenings and efforts to expand nursing graduates as examples of potentially fundable work.

The Foundation generally does not fund government-led programs, infrastructure, healthcare facilities, direct healthcare items or services that should otherwise be covered by medical or insurance reimbursement, or research and development of medicines or medical devices. Exceptions may be considered where a project addresses an unmet safety-net need, produces clear measurable health outcomes, involves substantive co-investment, or tackles systemic or multi-partner issues.

Atlas Strategic Analysis

Atlas Opportunity Score: 86/100. This is a strong statewide Louisiana health-focused opportunity with a material award ceiling and explicit alignment to school-based health screenings, healthcare workforce, maternal health, mental health and measurable health outcomes. The established-partner orientation and restrictions on reimbursable healthcare services reduce fit for purely transactional equipment purchases.

N9+ Fit Score: 60/100, conditional. N9+ may be legitimately relevant only within an eligible nonprofit-led project where guided examinations, vitals or telehealth-enabled clinical encounters are part of a measurable school-health or safety-net access model and the Foundation confirms that the proposed technology/vendor cost is allowable and not a reimbursable healthcare or infrastructure expense. Dr. Miltie is not an eligible direct applicant.

Applicant Screening

The Health and Education Alliance of Louisiana (HEAL) is a high-priority screening candidate because the Foundation publicly identifies HEAL as a grant partner delivering health services to students statewide, and a prior Foundation award supported HEAL’s school-based health screenings. Any current-cycle pursuit would still require HEAL’s independent project decision, current organizational eligibility, budget confirmation and confirmation that any N9+ cost is allowable.

Next Steps

Eligible Louisiana nonprofits should confirm Louisiana 501(c)(3) status and good standing, define a measurable health outcome, verify that proposed costs are not otherwise reimbursable, and prepare the required Letter of Intent for the next published March 1, 2027 deadline. For any N9+ concept, confirm cost allowability before positioning Dr. Miltie as a vendor or partner.
