Opportunity Overview
The National Institutes of Health has issued Request for Information / Sources Sought 75N95C26R00005 for Data COUNTS™ (Collect Data Once, Use Numerous Times). The effort is managed by NIH/NIAID in Bethesda, Maryland and is intended to inform acquisition planning for technology that can support reusable, high-quality real-world health data while preserving provenance, privacy, authorization and auditability. This is market research only, not a request for proposals and not a commitment to make an award.
Deadline, Questions and Submission
Under the latest federal notice, responses are due October 1, 2026 at 3:00 PM Eastern Standard Time. Questions were due September 15, 2026. The response instructions direct organizations to submit a PDF or Microsoft Word document by email to DataCounts@nih.gov using the subject line Company Name RFI Response.
Technical Capabilities Requested
NIH is seeking information on technology that can be deployed as a durable leave-behind capability at participating healthcare organizations and operate independently at the site. The RFI describes capabilities including extraction from electronic medical records and other authorized source systems; capture of timestamps and source provenance; machine-readable data request specifications; automated data-quality validation; HIPAA-compliant de-identification; privacy-preserving record-linkage token generation within the healthcare organization’s trust boundary; preservation of provenance and ontology mappings; authoritative eligibility, permissions and revocations; full and incremental extracts; stable tokens; workflow and process auditing; reconciliation; security logging; encryption in transit and at rest; and controlled packaging and transmission to a target data broker.
The RFI also asks respondents to address performance under baseline, approximately two-times and approximately five-times workload conditions, while minimizing the exposed attack surface and keeping identifiable-data processing within the authorized local trust boundary.
Business Information and Eligibility
No set-aside is identified in the current notice. NIH asks respondents to explain which requested capabilities they can provide; whether the offering is commercial off-the-shelf, requires minor modification, or is custom; billing and pricing approaches; implementation experience and healthcare partners; comparable work for Federal agencies, industry or nonprofit organizations; and business size and socioeconomic status. The notice identifies NAICS 54151 and PSC DA10.
Funding, Registrations, Match, Forms and Amendments
No contract ceiling, guaranteed value or current award amount is published because this is an RFI / market-research action. It is not a grant, so no non-Federal match or grant cost share applies. The reviewed materials do not state that SAM.gov registration is a prerequisite merely to submit this RFI response. One public RFI document is identified, RFI_75N95C26R00005__dataCOUNTS.pdf. No separate application forms, FAQ package or amendment was identified in the current materials reviewed by Atlas.
Atlas Analysis
Atlas Opportunity Score: 90/100. This is a strategically important NIH health-data market-research action with clear relevance to healthcare data infrastructure, interoperability, data provenance, privacy and reusable real-world evidence. The score reflects strategic value and future acquisition intelligence, not a present award opportunity.
N9+ Fit Score: 0/100. The verified requirement concerns enterprise health-data extraction, provenance, privacy-preserving record linkage, de-identification, permissions, security and reusable data pipelines. It does not establish remote physical-examination hardware or telehealth encounter technology as a requested capability, so Atlas will not force an N9+ fit.
QC Healthcare / Dr. Miltie Fit: 10/100 conditional. Dr. Miltie, LLC is NOT CLEARED / No Bid on currently verified evidence. Atlas has not independently verified the requested leave-behind healthcare-site deployment technology, deep EMR extraction, HIPAA de-identification and privacy-preserving linkage functions, comparable Federal or healthcare implementations, security architecture, healthcare-partner deployments or other applicant-controlled technical and past-performance evidence needed for a credible response. Those qualifications must not be inferred or fabricated.
Required Next Action
Monitor the official notice for revisions and any resulting solicitation. Do not advance a Dr. Miltie response unless every claimed technical capability, implementation reference, healthcare partner, security control, pricing model and relevant prior engagement can be independently substantiated. If a response is later justified, all external transmission must use an approved non-Gmail channel.
