Broad Eligibility

Tax-exempt organizations in good standing with the IRS that are locally rooted in PBAF's Permian Basin/Trans-Pecos service area. Statewide/nationwide organizations without local staff, local board members or a local office are ineligible. Organizations generally apply every two years; prior grantees must complete required follow-up. Private and charter schools are not eligible. School-district collaborations require the district to contact PBAF first and independently.

Atlas Analysis

Atlas Opportunity Score 93/100. N9+ Fit 38/100 conditional; QC Healthcare Fit 45/100 conditional. Health and mental health plus education are explicit priorities, but no current universal award cap, mandatory match, telehealth-specific allowability or N9+ approval is published. Technology or clinical-service components must be applicant-led and confirmed allowable.

Permian Basin Area Foundation (PBAF) is accepting Fall 2026 community grant applications from qualified nonprofit organizations serving the Permian Basin and Trans-Pecos regions of West Texas. The current cycle expressly includes health and mental health and education among its funding areas.

Funding and deadline

The Fall 2026 application opened August 1, 2026 at 8:00 AM Central Time and closes October 1, 2026 at 7:00 PM Central Time. PBAF does not publish a universal Fall 2026 per-applicant maximum or total cycle pool. As recent precedent only, PBAF awarded $2,098,500 across 26 organizations in Spring 2026 and $2.314 million across 31 organizations in Fall 2025.

A critical pre-application control applies: all Fall applicants must contact the Foundation no later than September 15, 2026. Organizations that did not interview with PBAF will be denied automatically.

Eligibility and geography

Applicants must be tax-exempt organizations in good standing with the IRS and must operate within PBAF’s service area. Statewide or nationwide organizations that merely serve the region but do not have local staff, local board members, or a local office are not eligible. The service area includes Andrews, Borden, Brewster, Crane, Crockett, Culberson, Dawson, Ector, Gaines, Glasscock, Howard, Jeff Davis, Loving, Martin, Midland, Pecos, Presidio, Reagan, Reeves, Terrell, Upton, Ward, and Winkler counties.

Organizations generally may apply every two years. Prior grantees must complete the required follow-up before a new application. Private schools and charter schools are not eligible. For a collaboration with a school district, the school district must contact the Foundation first and independently.

Application requirements

Applications are submitted through PBAF’s online grant portal. Required uploads include the current-year budget, current-year balance sheet or statement of financial position, an audited financial statement or other professionally prepared financial statement, and the follow-up form when applicable. PBAF’s published review priorities emphasize significant and durable community impact, timely implementation, volunteer participation, legitimate community need, evidence that external funding is needed, and resourceful fundraising.

PBAF does not publish a mandatory match or cost-share percentage for this cycle. Its priorities favor resourceful fundraising such as matching grants and other donor contributions, but Atlas does not treat that preference as a mandatory match requirement.

Atlas assessment

Atlas Opportunity Score: 93/100. This is a strong West Texas applicant-side opportunity because healthcare, mental health and education are expressly eligible, the Foundation has recent substantial community-grant activity, and the current cycle remains open.

N9+ Fit Score: 38/100, conditional. A technology component may be defensible within an applicant-led health-access or clinical-service project, but PBAF does not expressly pre-approve telehealth hardware, connected examination equipment, or the Nonagon N9+. Any N9+ component must be tied to a documented applicant need and confirmed allowable before budgeting. Dr. Miltie is a prospective technology partner or vendor, not the direct grantee.

QC Healthcare Fit: 45/100, conditional. A nonprofit-led access-to-care, behavioral-health, rehabilitation, rural-health, or community-clinic project may create a legitimate service-partner role, but this grant cycle is not a direct physician-staffing procurement and applicant-specific allowability must be verified.

Applicant targeting

Realistic candidates are locally rooted tax-exempt healthcare, rehabilitation, behavioral-health, community-clinic, education and youth organizations in PBAF’s service area that are outside the two-year award interval and have satisfied the interview and follow-up controls. Organizations funded in Fall 2024 may warrant current eligibility re-checking for Fall 2026 because two years have elapsed, but Atlas does not presume follow-up completion or current eligibility without verification.
