Broad Eligibility

Federal, state and regional agencies/departments, institutions, public entities, and businesses with eligible vehicles/equipment operating primarily in Vermont. Privately owned school buses under contract with a public-school district are treated as Government-Owned.

Atlas Analysis

Atlas Opportunity Score 80/100. N9+ Fit 0/100. QC Healthcare Fit 0/100. Strong school-transportation relevance because eligible Class 4-8 school buses and contracted school-bus fleets may qualify, but the program is vehicle/equipment electrification only and requires applicant cost share.

Opportunity Overview

The Vermont Department of Environmental Conservation 2026 Volkswagen Environmental Mitigation Trust Request for Applications is currently accepting rolling monthly applications for electric replacement or repower projects that reduce nitrogen oxide emissions from eligible diesel vehicles and equipment operating primarily in Vermont.

Current Funding Available

The current DEC program page reports $3,445,477 available for eligible projects. This is the current remaining amount published by DEC and may decline as monthly awards are made.

School and Education Relevance

Eligible equipment expressly includes 1992-2009 engine-model-year Class 4-8 school, shuttle, or transit buses. Public entities may receive up to 85% of eligible project cost, and DEC states that privately owned school buses under contract with a public-school district are treated as Government-Owned for this program.

Who May Apply

Eligible applicants include federal, state, and regional agencies or departments, institutions, public entities, and businesses whose eligible vehicles or equipment operate primarily in Vermont, generally at least 80% of the time unless DEC approves an exception.

Funding Share

Government-Owned projects may receive up to 85% of eligible project cost. Privately-Owned projects may receive up to 75%. Applicants must provide the remaining project share from other sources. Atlas treats this as applicant cost share and does not infer waiver availability.

Eligible Projects

Eligible all-electric replacement or repower categories include 1992-2009 engine-model-year Class 4-8 local freight trucks; 1992-2009 Class 4-8 school, shuttle, or transit buses; pre-Tier 4 freight switchers; pre-Tier 3 airport ground support equipment; forklifts with lift capacity greater than 8,000 pounds; and all-electric repower of eligible pre-Tier 3 ferries or tugboats. Replaced vehicles or engines are subject to the program’s scrappage requirements.

Deadlines

The next application cutoff is September 30, 2026 at 4:00 PM EDT. DEC then lists monthly cutoffs of October 31, November 30, and December 31, 2026 at 4:00 PM EDT, subject to funding remaining. The program may close earlier if funds are exhausted.

Application Requirements

DEC requires a complete and signed Application Form, Fleet Description Worksheet, DC Fast Charging Justification Form when applicable, Commitment and Support for Electrification Form, and available mileage, operating-hour, and/or fuel records for the preceding 12 months. Applications are submitted by email to ANR.DECGrantsContracts@vermont.gov with the subject line “2026 Volkswagen Environmental Mitigation Trust RFA Application.”

Atlas Fit Analysis

Atlas Opportunity Score: 80/100. This is a sizeable, clearly defined Vermont electrification opportunity with direct relevance to public-school transportation and repeated monthly application windows, though it requires substantial applicant cost share and is limited to specific eligible diesel vehicle/equipment categories.

N9+ Fit: 0/100. The program funds vehicle and equipment electrification and does not provide a defensible pathway for a remote physical examination platform.

QC Healthcare Fit: 0/100. The program does not procure physician staffing or clinical services.

Next Action

Eligible Vermont school districts, school-bus contractors, public entities, institutions, and other qualifying fleet owners should confirm vehicle model year and class, Vermont operating percentage, replacement or repower eligibility, scrappage requirements, charging needs, and availability of the required non-grant project share before preparing the current DEC application package.
