Opportunity Overview
The Utah Developmental Disabilities Council (UDDC) is accepting proposals for the Accessible and Affordable Community Transportation Project, a statewide initiative to expand economical and accessible transportation options for Utahns with developmental disabilities.
Funding and Deadline
UDDC states that up to $50,000 per grant year is available and that one grant will be awarded to the highest-scoring application. Proposals must be received by Friday, September 25, 2026, at 5:00 p.m. (MST), exactly as stated in the controlling FY27 scope. Applications are submitted by email to Rickie Crandall at rcrandall@utah.gov.
A 25% non-federal match of total project cost is required. Match may include in-kind support or other non-federal funds, provided the in-kind value directly relates to the project. Unused funds do not roll over, and future-year funding is subject to performance and availability.
Who and What the Project Must Serve
The project is statewide and is intended to improve affordable, accessible transportation for people with developmental disabilities. Applicants should demonstrate organizational mission, history, relevant experience, and a project capable of coordinated systems work across Utah communities.
Required Scope and Deliverables
The selected grantee must develop strategies that improve transportation access, service coordination, citizen participation, and community capacity. Required deliverables include engaging transportation entities in at least six counties, supporting at least five people with developmental disabilities or family members to participate in a community organization or coalition, developing a transportation-capacity toolkit, creating or changing at least one policy, procedure, or practice, and educating at least 20 people about transportation-related issues.
The grantee must submit quarterly reports, comply with 2 CFR Part 200 documentation and records requirements, provide a final project report, share project-developed materials with UDDC, and include the required UDDC/Administration for Community Living disclaimer on funded products.
Application Requirements
Applications must include organization information and description, mission and history, the project plan with activities, continuous improvement, outreach and evaluation, a budget summary, and expense justification. Budget categories include subject-matter expert fees, transportation/travel, personnel and administration, and specialized equipment. Supporting materials include the lead staff resume and, when applicable, consultant resumes and signed letters of intent. The proposal is limited to 10 pages excluding supporting documents, with optional attachments limited to four pages.
Atlas Fit
Atlas Opportunity Score: 84/100. This is a credible statewide systems-change opportunity with a fresh September 2026 scope, a defined maximum, and a clear applicant strategy. The single-award structure and 25% non-federal match reduce overall opportunity strength.
N9+ Fit Score: 0/100. The grant allows a specialized-equipment budget category, but the controlling purpose and deliverables are transportation access, systems coordination, policy, education, and community participation rather than remote physical examination or telehealth technology. Atlas should not force an N9+ fit.
A particularly strong potential Utah applicant is the Utah Statewide Independent Living Council, whose current State Plan for Independent Living explicitly includes developing strategies to enhance accessible and affordable transportation options and whose mission centers on statewide disability advocacy and systems change. Applicant-controlled match, staffing, project design, and submission materials still require confirmation.
