The Wyoming Senior Services Board (WSSB), in consultation with the Wyoming Department of Health Aging Division, maintains an emergency grant mechanism for eligible Wyoming senior centers facing serious, unexpected needs that could disrupt continued operation if not corrected promptly.
Who can apply
Eligibility is limited to an eligible Wyoming senior center as defined by the current WSSB policy and Wyoming statute. The current WSSB policies also state that a center ineligible for Older Americans Act funding is automatically ineligible for WSSB funding until eligibility is regained.
Eligible emergency uses
Emergency grants are restricted to unexpected equipment replacement or repair, unexpected necessary facility repairs that could prevent a center from functioning, and unforeseen crisis or urgent expenditures needed to continue operations. The program is funding of last resort. Emergency funds cannot be used for capital projects or to match other state general funds.
Application and procurement requirements
The current policy requires a cover page with original authorized signatures, a budget page, and a targeted narrative on senior-center letterhead of no more than two pages. Applicants must document other funding sources sought and not received, address ownership or lease responsibility when relevant, explain how the request benefits seniors, and generally provide three bids for resolving the emergency. If fewer than three bids are obtained, the narrative must explain why. A senior-center representative must attend the WSSB meeting at which the request is considered. Reputable retail internet purchasing is permissible, although WSSB encourages local or neighboring procurement when possible.
Funding and timing
Awards depend on available funding and a request may not exceed the maximum amount set by the Board. The current public WSSB page and policy do not state the current per-award cap or Emergency Grant fund balance. No fixed application deadline, exact closing time, or time zone is published. WSSB recommends that a senior-center director contact the Grant Coordinator, assigned WSSB representative, or WSSB Chairperson the same day an emergency occurs or is anticipated.
Important current application issue
As verified September 11, 2026, the current WSSB webpage lists a WSSB Emergency Grant Application, but that application link resolves to a 404. The current policy and Emergency Grant procedures remain available. Post-award requirements
After approval, the Aging Division issues a contract and payments are processed through the Wyoming Online Financial System. WSSB notes that this may take up to 45 days. An Emergency Grant Closeout Report is due within 45 days after completion and includes receipts, completion information, and other pertinent documentation.
