Deadline: The current official Mass.gov program page lists October 1, 2026 and does not publish a cutoff time or timezone. An official August 12, 2026 Massachusetts announcement says the next-round deadline is September 30, 2026, also without a published time or timezone. Because those official sources conflict, Atlas uses September 30, 2026 as the conservative operational cutoff pending clarification from MOBD and does not invent a submission time.
Funding: MOBD does not publish a universal award ceiling on the current program page. The page directs small businesses and applicants seeking less than $500,000 to consider other programs such as Biz-M-Power. Recent official Business Builds awards include $500,000 to $1.25 million awards, but those prior awards are not a current-round ceiling.
Eligibility and geography: Eligible applicants are for-profit businesses undertaking qualified capital investments in Massachusetts facilities. Not-for-profit entities are not eligible. The program supports Massachusetts expansion, relocation, job creation, facility modernization, equipment, and related capital investment. A project may be ineligible if the same project is already funded through the Massachusetts Climatetech Tax Incentive for facilities or a Massachusetts Life Sciences Center capital program such as BioBoost, unless the Business Builds request is for a separate project.
Mandatory match: The applicant must provide a dollar-for-dollar 50/50 match. Atlas found no waiver on the current official program page. Under Dr. Miltie control rules, no direct submission may advance until Marc specifically approves the required non-Federal applicant match and the matching capital is documented.
Eligible uses: Construction, buildout and fit-out using climate-friendly materials; equipment purchases aligned with project sustainability goals; and site preparation or infrastructure such as water, sewer, power, HVAC, and clean-energy installations. Ineligible uses: operating expenses, working capital, and non-capital administrative costs.
Registration and submission: Application is through the Massachusetts Business Front Door. Applicants log in with MyMassGov, create a business profile, complete a resource request, and work with an assigned Business Front Door Navigator, who may provide access to the Business Builds application. Required documents identified on the current program page are a Massachusetts Department of Revenue Certificate of Good Standing, Massachusetts Department of Unemployment Assistance Certificate of Compliance, and Massachusetts Secretary of the Commonwealth Corporations Division Certificate of Good Standing, each dated within 90 days of submission. MOBD notes that the DUA certificate can require additional lead time.
Contracting and reimbursement: Funds are disbursed on a cost-reimbursement basis on 45-day cycles. Awardees must enroll in EFT. A grant may run for a maximum of three full fiscal years following contract execution, subject to the contract drawdown schedule.
