The Kentucky Department for Local Government (DLG) is accepting pre-applications for the Kentucky Appalachian Regional Commission Area Development Program — Fiscal Year 2027 on a rolling basis beginning August 1, 2026. Invitations for full applications are issued at the governor’s discretion and are subject to availability of funds. If invited, the full application is submitted through ARC’s Pathways grants management portal; invitation is not a guarantee of funding.
Kentucky’s ARC Area Development program supports projects in the Commonwealth’s 54 Appalachian counties. DLG expressly identifies human-resource development priorities that include education/workforce development and affordable/accessible healthcare, alongside infrastructure and economic-development projects. Eligible applicants include local development districts, Indian tribes or consortia, states/counties/cities and other qualifying political subdivisions, institutions of higher education, and public or private nonprofit organizations. For-profit entities and individuals are ineligible. Applicants must have an active SAM.gov registration and active UEI before applying.
DLG does not publish a single universal FY27 award ceiling on the current Kentucky program page or FY27 pre-application instructions. Funding is project-specific and subject to availability. Cost share is required from non-ARC sources and may be federal, non-federal, cash, in-kind, or a combination, subject to federal grant rules. The minimum match varies by ARC county classification: 20% distressed, 30% at-risk, 50% transitional, 70% competitive, while projects serving only attainment counties are ineligible. Multi-county projects use special match calculations. Applicants should verify the classification applicable to the FY27 project period before finalizing the budget.
The pre-application requires applicant identity and contact information, organization type, active UEI and EIN, congressional district, project title and classification, an Application Initiation Template, project purpose and summary, strategic rationale, partnerships, ARC goal alignment, a detailed budget including ARC request and match sources/status, and certification by an authorized representative. Supporting documents can include letters of support, budget narratives, PER/PAR documents, and match commitments. Construction applicants invited to full application must meet additional basic-agency and recent PER/PAR requirements.
