The National Cancer Institute (NCI), through NIH Office of Logistics and Acquisition Operations, is conducting small-business market research for enterprise management and support of the Cancer Therapy Evaluation Program Enterprise System (CTEP-ESYS). This is a Small Businesses Sources Sought notice, not a solicitation for proposals, quotations, or an award.

Scope and qualifications
CTEP-ESYS supports NCI-sponsored oncology clinical trials, including protocol and study management, study activation, investigational-agent management, safety reporting, regulatory workflows, credentialing, data exchange, reporting, and operational decision support. NCI is seeking small businesses capable of the full requirement, including mission-critical application operations and maintenance, custom development and modernization, cloud migration, clinical-trial and biomedical informatics, APIs and interoperability, data engineering and analytics, carefully governed AI/ML and workflow automation, DevSecOps, database administration, help desk and user support, program management, and federal security and privacy controls including FISMA/NIST and ATO support.
Respondents should describe relevant enterprise-system and clinical-trial/biomedical-informatics experience, modernization while maintaining production operations, interoperability and data exchange, advanced analytics and AI governance, federal security and compliance, commercial versus custom solution availability, enterprise IT capabilities, business size and socioeconomic status, ability to perform as prime or subcontractor, whether any portion can be firm-fixed-price, and recommended GSA or other GWAC contract vehicles.
Submission requirements
The capability statement must be no more than 12 pages, including attachments, resumes, and charts, using at least 12-point font. It should outline previous or similar projects across the capability areas and include the business concern name, point of contact, address, and UEI. Submit electronically in Microsoft Word or PDF to Contracting Officer Rosa Lopez at rosa.lopez@nih.gov by September 17, 2026 at 3:00 PM ET. The notice states that proprietary, classified, confidential, or sensitive information should not be included.
No grant match or cost share applies to this Sources Sought response. No response costs are promised or reimbursed. No application form is identified; the controlling package consists of the notice and the attached draft CTEP_ESYS Statement of Work_Final.pdf, which is subject to revision. Atlas found one notice-history entry and no separate amendment in the currently indexed record.
Atlas fit analysis
Atlas Opportunity Score: 86/100. This is a meaningful Maryland healthcare and clinical-research technology opportunity because an early capability response may influence the acquisition and small-business set-aside strategy for a long-duration NCI enterprise system.
N9+ Fit Score: 0/100. The Nonagon N9+ remote physical examination platform does not satisfy the core enterprise oncology clinical-trial informatics and application-support requirement, so Atlas is not forcing N9+ into this opportunity.
QC Healthcare / Dr. Miltie Fit: 20/100, conditional. Healthcare technology, data and automation capabilities are directionally adjacent, but Dr. Miltie, LLC is not cleared as a direct respondent from currently available records. Atlas has not verified small-business eligibility under NAICS 541512, enterprise clinical-trial informatics past performance, large custom-application portfolio operations, federal FISMA/NIST/ATO delivery experience, or the staffing and past-performance evidence required to address the full five-year requirement. Those qualifications will not be inferred or fabricated. A future subcontract role could be explored only if a qualified prime identifies a legitimate workshare.
Atlas action
Monitor the official SAM.gov notice for revisions and any resulting solicitation. Before any Dr. Miltie capability response, verify every company-controlled eligibility, UEI/registration, size, past-performance, security, staffing, contract-vehicle and technical requirement. The official SAM.gov notice and attached draft SOW control over this summary.
