Opportunity Overview
Wargaming Software, RFP 27006-CC, is an open education, training, and research technology procurement issued by The Citadel. The requested platform must support development, conduct, management, and evaluation of interactive scenarios focused on human judgment, organizational behavior, information flow, coordination, strategic interaction, and decision-making under uncertainty.
Deadline, Questions, and Submission
Sealed offers are due October 9, 2026 at 2:00 PM. The RFP does not state a timezone, so Atlas does not infer one. Questions are due September 23, 2026 at 2:00 PM to Caroline Connolly at cconnol1@citadel.edu, with the subject line “RFP 27006-CC Questions.” The cover page requires one paper copy and one electronic copy on a thumb drive delivered to The Citadel Procurement Services, 3 Lee Avenue, Bond Hall, 2nd Floor, Suite 244, Charleston, SC 29409. Electronic copies are not accepted by email.
Required Capabilities and Vendor Requirements
The solution must support scenario development and modification, multiple teams and roles with configurable permissions, White Cell/exercise-control functionality, dynamic event injection and adjudication, time-stamped decision and activity capture, after-action review, accessible data export, user onboarding and training resources, maintenance, updates, and ongoing technical support. The solicitation requires South Carolina vendor registration and a state vendor number before submission.
The offer must include signed cover pages, the requested technical and business proposal content, a detailed total-cost-of-ownership discussion, risk analysis and mitigation, qualifications, subcontractor disclosures when applicable, manufacturer or product literature, insurance information, and a completed Service Provider Security Assessment Questionnaire. The attached appendices include nonresident taxpayer information, an offeror checklist, a General Counsel notice, and the security questionnaire.
Evaluation and Insurance
Evaluation assigns 40% to technical approach and compliance with specifications, 20% to experience and qualifications, 20% to cost, and 15% to implementation, training, and support. The solicitation states award will be made to one responsive and responsible offeror whose proposal is most advantageous to the State. Information-security and privacy insurance is required at no less than $5 million per occurrence and $10 million aggregate, in addition to other applicable insurance requirements.
Contract Period and Value
The RFP describes an estimated contract period from October 1, 2026 through September 30, 2027, but also says award is expected to be posted by October 14, 2026. Because those dates conflict, Atlas flags the effective-start date for clarification rather than attempting to reconcile it. No maximum contract value or procurement ceiling is stated in the reviewed solicitation.
Atlas Analysis
Atlas Opportunity Score: 66/100. This is a current higher-education technology procurement with a detailed specification, clear evaluation framework, and more than 48 hours remaining, but it is not aligned to Dr. Miltie’s established healthcare capabilities.
N9+ Fit Score: 0/100. The procurement concerns wargaming and decision-experimentation software rather than remote physical examination, vitals, telehealth, or clinical encounters.
QC Healthcare Fit: 0/100. No healthcare staffing or clinical-service requirement is established.
Direct-vendor disposition: no pursuit. Dr. Miltie should not bid absent independently verified experience delivering comparable wargaming, simulation, or decision-experimentation platforms and satisfying the substantial software-security and insurance requirements.
