Funding and deadline

OHA is allocating up to $4.7 million in competitive grants and anticipates approximately 10-15 awards, with a maximum award of $500,000. Applications are due September 29, 2026 at 3:00 PM Pacific Time. The grant period is three years, although shorter project periods may be considered.

Who can apply

Eligible Oregon applicants include Community Action Agencies, Coordinated Care Organizations, electric utilities, local governments, local housing authorities, manufactured dwelling park nonprofit cooperatives, natural gas utilities, and nonprofit organizations. Applicants must explain how they serve or represent individuals with disabilities and/or adults age 55 and older. Federally Recognized Tribes in Oregon and Indian Health Centers are addressed through separate Tribal set-aside funding.

Eligible activities and costs

Priority is placed on accessibility improvements and aging-in-place modifications. Allowable activities include accessibility modifications, asthma/allergen trigger removal, electrical and HVAC upgrades, home hazard and energy assessments, energy efficiency, insulation and sealing, pest management, lead/mold/radon abatement, heat reduction, safety enhancements, smoke filtration and air purification, structural and safety improvements, structural repairs, ventilation improvements, and window/door replacement.

Grant funds may support supplies, equipment, contracted services, personnel, fringe benefits, and related work-plan costs. Administrative expenses are capped at 20% of the award. Funds may not be used for new housing construction or development, real-estate purchases, vehicles, direct medical care or medical supplies, appliances, or participant rent, mortgage, utilities, phone, or internet service.

Match, procurement and application requirements

OHA’s current Round 2 FAQ states that there is no matching requirement. Leveraged funding and other contributions can strengthen an application but are not mandatory match. Project-specific Oregon prevailing-wage or federal Davis-Bacon requirements may apply depending on how a project is structured. Contractors performing home modifications generally must satisfy applicable Oregon contractor requirements; grantees are responsible for their own internal contractor-selection processes, subject to applicable requirements.

Applications are submitted electronically through the Healthy Homes web-based application. A complete application includes the online Grant Application, the Proposed Budget Template, and for nonprofits, the IRS Nonprofit Letter of Determination. Only one application may be submitted per EIN.
