Opportunity Overview
The Utah Department of Health and Human Services, Division of Services for People with Disabilities, is accepting applications under DHHS26133 from qualified providers to deliver time-limited peer support services to people and families while they wait for Home and Community Based Services. Services are intended to help participants remain in home and community settings and are delivered by peer mentors with relevant lived experience.
Open-Ended Application Structure
DHHS anticipates the solicitation will remain open for five years, may close and reopen it based on need, and evaluates applications as they are received. The accessible IFA does not state a conventional fixed application deadline. Applications must be submitted by email to kwilling@utah.gov with a subject line containing “IFA DHHS26133” and the provider business name. Applications must not be submitted through U3P. Provider questions, however, must be submitted through U3P, and posted answers or DHHS addenda may modify the requirements.
Qualification Requirements
The evaluation is pass/fail. Among other requirements, providers must document at least two years of experience working with people and families with disabilities, providing resource information and referrals, providing disability rights and resources training, helping people understand and maintain Social Security and Vocational Rehabilitation benefits, helping people access mental health systems and resources, and providing coaching and skills-building. Providers must also document knowledge of HCBS waivers and DSPD waiting-list requirements, capacity to provide in-person services in each selected region, and staff that includes people with disabilities or caregivers with qualifying lived experience.
Peer mentor staff must meet the solicitation’s lived-experience requirements and be certified as Family Peer Support Specialists before serving participants. The contractor must maintain required training, records, background screening, HIPAA safeguards, UPI access and billing processes, incident reporting, and quality-management practices.
Required Application Forms and Vendor Rules
The application package requires the DHHS Data Sheet, a W-9 signed within six months, Conflict of Interest Disclosure Statement, Business Associate Agreement, Region Application Form, and Experience Form. The score sheet also requires an active Utah business entity registration in good standing that matches the DHHS Data Sheet. Providers must certify debarment status and address any disqualifying Utah tax liens. A provider may not simultaneously hold a DHHS26133 contract and a contract under DHHS91172, DHHS91155, DHHS91258, or DHHS26100.
Rate and Funding
DHHS sets the price. Providers should not submit pricing. The current rate table lists $18.03 per quarter hour for Peer Support service code WPS. DHHS states that the rate may change based on legislative appropriations or budget action. The IFA does not state a total funding pool or contract ceiling, and contract award does not guarantee service volume.
Geography
Applicants select the Utah regions they can serve in person: Northern, Wasatch Front, Central/Eastern, and Southern. Together the region form covers all Utah counties.
Atlas Strategic Analysis
Atlas Opportunity Score: 84/100. The opportunity is a durable statewide service-contracting pathway with rolling review and clear qualification standards, but it is specialized and requires substantial disability-services experience, qualified lived-experience peer staff, in-person Utah capacity, and compliance infrastructure.
N9+ Fit Score: 0/100. The procurement is for human-delivered peer support and does not establish a legitimate N9+ remote examination, telehealth-device, or QC Healthcare clinical-services role. Dr. Miltie direct pursuit is therefore not recommended absent independent proof of every mandatory provider qualification and a material change in scope.
Next Action
Qualified Utah disability-service and peer-support organizations should review the complete DHHS26133 application package, confirm that they do not hold a conflicting DHHS contract, document each pass/fail qualification, select only regions where they can provide in-person services, and submit the required forms by email. Applicants should review U3P questions and answers and the DHHS Purchasing page for addenda immediately before submission.
