Opportunity Overview
The New Mexico Indian Affairs Department has opened RFP 27-609-0000-00002, Missing & Murdered Indigenous Awareness and Community Resilience Initiative. The procurement supports culturally responsive, community-driven work that strengthens prevention, awareness, education, victim and family support, community safety, interagency coordination, and sustainable organizational capacity related to Missing and Murdered Indigenous Persons in New Mexico.
Funding and Deadline
IAD has designated $55,000 total from its operating budget for this procurement. The RFP may result in multiple awards; individual award amounts vary by scope, scale, budget, and the number of qualified offerors selected, and IAD may award full or partial funding. No per-offeror maximum is stated.
Proposals are due October 1, 2026 at 5:00 PM Mountain Time. The schedule table labels the time MST, while the submission instructions define the operative time as MST/MDT, whichever is in effect on the date given; Mountain Daylight Time is in effect in New Mexico on October 1. Written questions are due September 16, 2026 at 5:00 PM Mountain Time. Organizational reference questionnaires must be submitted directly by references to the Procurement Manager by September 30, 2026 at 5:00 PM MT.
Eligibility and Supported Work
The RFP does not restrict competition to a single legal entity class. A responsive, responsible offeror must demonstrate the financial resources, personnel, facilities, service reputation, experience, and project readiness needed to perform the scope. Work must benefit Native American citizens in New Mexico and may include MMIP community awareness and education, youth and family-violence prevention, victim and family support, resource navigation, cross-jurisdictional coordination, organizational capacity building, training and technical assistance, and culturally grounded program development.
The proposal must demonstrate knowledge of MMIP-related challenges and may address public safety, behavioral health, substance use, human trafficking, community healing, and related issues. The contract work must be completed within the contract period ending June 30, 2027.
Submission and Required Materials
Only electronic submissions are accepted. IAD requires separate electronic uploads for the Technical Proposal and Cost Proposal through the RFP’s designated Dropbox request link. Cost information must not appear in the Technical Proposal.
The Technical Proposal must include a signed Letter of Transmittal, signed Campaign Contribution Disclosure Form, table of contents, proposal summary, response to contract terms and conditions, any additional offeror terms, the detailed scope narrative, responses to the mandatory specifications, organizational references, and applicable supporting material. The Cost Proposal must be submitted separately using Appendix D or a comparable cost table and must include all required and optional costs and applicable gross receipts taxes.
Offerors must provide three external references for similar work completed within the past five years, with three additional references for each major subcontractor if applicable. The references submit Appendix F directly to IAD. The RFP also requires recent financial-stability documentation, including audited financial statements when they exist; when independent audited statements do not exist, the offeror must state why and provide sufficient substitute information such as a D&B report. A signed, unaltered Letter of Transmittal and Campaign Contribution Disclosure Form are mandatory and failure to submit them results in disqualification.
Match, Amendments, and Procurement Notes
This is a competitive services procurement, not a grant requiring applicant cost share. No non-Federal match requirement is stated. The current IAD funding page lists the base PDF and DOC for RFP 27-609-0000-00002 and does not currently list an amendment or written Q&A for this RFP.
The RFP contains a resident-preference certificate instruction while also stating that the preference does not apply when the procurement includes federal funds. Offerors relying on that section should confirm the correct treatment with Procurement Manager Vanessa Gutierrez before filing.
Atlas Analysis
N9+ Fit Score: 2/100. This is primarily an MMIP prevention, education, victim-support, behavioral-health-adjacent, and community-resilience services procurement. Atlas will not force the Nonagon N9+ device and platform into a scope that does not call for remote physical examination or diagnostic capability.
Atlas Opportunity Score: 74/100. The opportunity is highly relevant to qualified New Mexico tribal and Native-serving organizations with documented MMIP, victim-service, behavioral-health, public-safety, or culturally responsive community-program experience, but the total funding pool is modest and the mandatory similar-work references materially narrow realistic pursuit candidates.
Direct Dr. Miltie/QC path: Not advanced. The procurement requires demonstrated MMIP-relevant organizational experience, project readiness, and three external similar-service references. Atlas has no verified basis to represent that Dr. Miltie or QC Healthcare independently satisfies those requirements.
