Nebraska DHHS is continuously accepting qualifications under RFQ 109205 O3 for trauma-system reviewers and consultants. The State is establishing a contractor pool of qualified trauma or general surgeons, physicians, and trauma coordinator or manager registered nurses to evaluate Nebraska hospitals seeking trauma designation or redesignation and to provide related consultation, orientation, focused review, complaint review, and technical assistance.
Funding and compensation
This is a state service procurement, not a grant. DHHS sets the reviewer fees rather than asking bidders to compete on price. The RFQ lists $1,000 per Basic or General initial designation, redesignation, complaint, or initial consultation review; $1,400 for those reviews at the Advanced level; $750 per focused or orientation review; $150 per technical-assistance request; and $150 per hour for comprehensive technical assistance.
Who can qualify
Individuals and firms may apply during the contract period. Proposed surgeon reviewers must document an unencumbered license, at least two years of active trauma-care experience, applicable board eligibility or certification, and current ATLS certification. Physician reviewers for Basic Trauma Center work must meet the stated licensing, trauma or equivalent emergency-medicine experience, board eligibility, and ATLS requirements. Trauma nurse reviewers must document an unencumbered RN license, qualifying trauma-program experience, and current TNCC certification.
Firms must also provide the RFQ form, the firm qualification attachment and supporting documentation, proof of insurance, required corporate and financial information, proposed personnel documentation, and a Nebraska vendor application if not already registered. The work can include onsite or virtual reviews as directed by DHHS and involves access to protected health information under a Business Associate Agreement.

The solicitation remains listed by Nebraska DAS under Current Bid Opportunities with an opening status of Continuous. The initial 2021 opening date is historical; DHHS expressly allows qualified individuals or firms to submit during the contract period.
