Opportunity Overview
The Utah Department of Health and Human Services is accepting applications under DHHS91198 Breast and Cervical Cancer Screening, an open-ended Invitation for Applications for qualified health systems that can provide breast and cervical cancer screening and diagnostic services to eligible DHHS clients.
Deadline and Contract Structure
This solicitation has no set closing date. DHHS evaluates applications as they are received and anticipates awarding perpetual contracts to all qualified providers. A contract does not guarantee any minimum service volume or utilization.
Funding and Payment
DHHS does not publish a total program funding amount or per-provider contract ceiling in the controlling IFA. Providers must not submit pricing. Payment is based on pre-established DHHS rates, including then-current Medicare rates or other program-approved rates as applicable. Rates may change with legislative appropriations or DHHS budget action.
Mandatory Qualifications
Form 1 requires a yes response to every minimum qualification. The applicant health system must serve low-income populations at or below 250% of the Federal Poverty Level and uninsured or underinsured patients; maintain appropriate Utah Department of Commerce, Division of Professional Licensing credentials for the healthcare services provided; comply with the Utah Breast and Cervical Cancer Screening Program Manual for Partners; maintain a process to manage abnormal findings; and accept Medicare reimbursement rates as payment in full for covered services.
Applicants identify the clinical services they are licensed and prepared to provide, which may include breast and cervical cancer examinations, screening or diagnostic mammography, breast imaging, pathology, biopsies, colposcopy, and anesthesia services.
Submission Requirements
Applications must be submitted by email to namitan@utah.gov. The subject line must identify DHHS91198 and the provider business name. Do not submit the application in U3P. The required submission package includes the completed Program Partnership Application, a completed and signed Conflict of Interest Disclosure Statement, and a recently signed DHHS Substitute W-9. Questions must be submitted through U3P, where answers and addenda may modify the requirements, so applicants should review the current U3P record before submission.
Service and Client Requirements
Covered clients must meet the program eligibility criteria, including income at or below 250% FPL, being uninsured or lacking full insurance coverage for screening and diagnostic services, and not being covered by Medicare Part B or Medicare Supplemental Plans. Contractors must follow the program manual, submit examination results and billing documentation within the required timeframe, and comply with the applicable insurance-first and no-balance-billing rules.
Atlas Analysis
Atlas Opportunity Score: 88/100. This is a durable Utah healthcare contracting pathway for qualified screening providers, particularly health systems already serving low-income and medically underserved populations.
N9+ Fit Score: 5/100. The Nonagon N9+ remote physical examination platform should not be force-fit into this opportunity. The controlling scope centers on licensed breast and cervical cancer screening, mammography, Pap/HPV testing, imaging, pathology, biopsy, colposcopy, and related clinical follow-up. N9+ does not replace these services, and the IFA does not establish a technology or equipment-purchase pathway.
