Opportunity Overview
Athena-Weston School District is soliciting Statements of Qualifications from design-build firms under RFQ 2026-02 for the District’s May 2026 Bond Progressive Design-Build Project. The project centers on a new approximately 12,000-square-foot Career, Trades, Sciences, and Technical Education Center plus minor renovations at Weston-McEwen High School.
Funding and Project Budget
The District states that voters approved a $4,980,000 general obligation bond on May 19, 2026, paired with a $4,980,000 Oregon Department of Education matching grant, for a broader capital-program total of $9,960,000. The RFQ identifies $8,800,000 as the budgeted cost for design, construction, and soft costs for this procurement.
Deadline and Procurement Schedule
Qualifications are due September 24, 2026 at 2:00 PM. The RFQ does not state the time zone. Electronic SOQs are accepted by the Owner’s contact, Shea White of Wenaha Group, at sheaw@wenahagroup.com. A mandatory in-person Project Information Meeting is scheduled for September 11, 2026 at 2:00 PM at Athena Elementary School, 375 S 5th St., Athena, Oregon. Questions are due September 15 at 2:00 PM, and owner addenda are anticipated September 18.
Scope
The new center is expected to include art classrooms, metal and wood shops, general science labs with storage, a multipurpose classroom with agricultural-science space, additional parking, energy-efficient building systems, and modern ADA accessibility. The selected team will also help establish and prioritize the scope for minor renovations at Weston-McEwen High School. The District plans a progressive design-build agreement with a Guaranteed Maximum Price after project scope and basis-of-design development.
Minimum Qualifications and Submission Requirements
Mandatory minimum requirements include the ability to obtain performance and payment bonding for at least $10,000,000 and documentation showing the proposer can meet the District’s insurance requirements. The SOQ must address technical and management qualifications relevant to K-12 and career/technical-education facilities and progressive design-build delivery. Required materials include a letter of interest, bonding and insurance evidence, key-team resumes, an Identification of Projects Table, Responsibility Determination Form, Signature Sheet, and Certification of Non-Discrimination. The SOQ body is generally limited to 25 pages and must be submitted as a searchable PDF.
Atlas Analysis
Atlas Opportunity Score: 66/100. N9+ Fit Score: 0/100. This is a meaningful Oregon school-capital procurement, but the verified requirement is progressive design-build construction. It does not present a legitimate Nonagon N9+ remote physical examination, guided-vitals, telehealth-enabled clinical encounter, or current QC Healthcare direct-vendor use case. Dr. Miltie/QC is therefore No Bid on the verified scope.
