Opportunity Overview
The Massachusetts eHealth Institute (MeHI), a division of the Massachusetts Technology Collaborative (MassTech), operates the Digital Health Sandbox Rolling Grant Program under NOFO 2019-MeHI-02. The program helps Massachusetts digital health companies test, validate, and refine products with approved Digital Health Sandboxes.
Funding and Current Deadline Status
Selected projects may receive up to $60,000. Grant funds are paid directly to the selected approved sandbox to subsidize project fees; they are not unrestricted cash awards to the applicant company. MeHI’s current program page states that applications are accepted on a rolling basis. The reissued July 30, 2025 NOFO listed review windows that ended September 30, 2025 and February 28, 2026. As of September 11, 2026, the current public program page does not publish the next review cutoff, time, or time zone, so Atlas does not infer one.
Eligibility and Match
Applicants must be digital health companies with a presence in Massachusetts. Applicants must first engage an approved MeHI Digital Health Sandbox and obtain the sandbox’s signed letter of support. The NOFO states that applicant and sandbox in-kind contributions are preferred, but Atlas found no mandatory non-Federal match or cost-share requirement in the controlling materials reviewed.
Application Requirements
The application package includes the selected sandbox’s signed letter of support; a pitch deck, video, or other company/value-proposition materials; a high-level project plan; project budget; bios for key team members; and the signed MassTech Authorized Applicant Signature and Acceptance Form. Applications are submitted online. Applicants should also account for Massachusetts Public Records Law: materials submitted to MassTech are generally public records, and a confidentiality request must be submitted to MassTech General Counsel by 5:00 p.m. fourteen business days before the application submission if confidential treatment is sought.
Evaluation and Strategic Fit
MeHI evaluates technical and economic feasibility, uniqueness, impact on the company and Massachusetts innovation economy, potential patient impact, and reduction of health disparities. Program materials also emphasize health equity, cybersecurity and privacy, and healthcare cost and access challenges.

A legitimate sandbox project could evaluate guided examinations, vitals capture, telehealth-enabled clinical encounters, clinical workflow, usability, interoperability, cybersecurity/privacy, and access outcomes. This score is independent Atlas screening and does not imply MeHI approval of N9+ or of any specific project scope.
Dr. Miltie direct-applicant fit: 78/100, conditional. This is a potentially strong direct digital-health validation pathway, but Dr. Miltie, LLC must first establish that it satisfies the required Massachusetts-presence criterion and must engage an approved sandbox willing to support a legitimate project. Atlas will not fabricate company qualifications, presence, project evidence, signatures, budgets, or sandbox support.
