Atlas Analysis

Multidisciplinary justice-health partnership opportunity supporting coordinated task-force response, victim services, investigations, and related clinical supports. Any technology component should be directly tied to the approved program design, eligible applicant responsibilities, privacy and confidentiality safeguards, and allowable budget.

The U.S. Department of Justice Office for Victims of Crime is accepting applications for FY 2026 Enhanced Collaborative Model Task Force to Combat Human Trafficking, Opportunity O-OVC-2026-172699. The program supports multidisciplinary task forces pairing law-enforcement and victim-service leadership to identify trafficking victims, provide services and strengthen investigations and prosecutions.

OVC expects $22,000,000 in total funding across 20 to 30 awards, representing 10 to 15 task forces. Maximum awards are $700,000 per applicant in Category 1, $900,000 per applicant in Category 2 and $1,000,000 per applicant in Category 3, with corresponding task-force maximums of $1.2 million, $1.5 million and $2 million. A qualifying task force submits paired applications from an eligible lead law-enforcement agency and an eligible lead victim-service organization. A 25% cost share based on total project cost is required.

This is a strong justice-health partnership pathway because the service framework can include crisis response, mental-health and substance-use services, emergency medical care and medical or forensic examinations. N9+ remains conditional. A remote physical examination role should be advanced only where the task force’s victim-service plan, licensed clinical delivery, privacy and confidentiality requirements, forensic protocols and budget permit it. The NOFO does not specifically authorize telehealth or the N9+ platform.
