Healthcare relevance is supportive rather than primary. The service framework can include case management, mental-health and substance-use treatment, crisis intervention, emergency medical care and certain medical or forensic services. N9+ is therefore a conditional fit only when a verified housing-and-services design has a legitimate clinical-access need and the applicant confirms provider licensing, privacy requirements, clinical protocols, budget allowability and compliance with the housing-majority requirement.
