The Rhode Island Executive Office of Housing (EOH) is accepting applications for the 2026-2027 Winter Response Grant, a competitive opportunity supporting new or expanded Seasonal Emergency Shelter and Flexible Winter Response Projects that protect Rhode Islanders experiencing homelessness during the cold-weather season and connect them to longer-term housing and services.
Applications are accepted on a rolling basis from August 14, 2026 until available funds are fully obligated or December 31, 2026, whichever occurs first. EOH does not publish an exact closing time or timezone in the controlling RFP. The RFP also does not state a total funding pool or per-applicant maximum award.
Eligible applicants include Rhode Island 501(c)(3) nonprofit organizations, governmental or quasi-governmental agencies, municipalities, Public Housing Authorities, and Community Action Agencies that satisfy the RFP’s good-standing, financial-accountability, accounting and homelessness-service experience requirements. New applicants must register as vendors through Ocean State Procures.
Seasonal Emergency Shelter projects are expected to operate from November 1, 2026 through April 30, 2027. Eligible winter-response activities may include emergency shelter, case management and housing-stability services, transportation, day programs, professional development, education services for sheltered individuals, behavioral-health services, substance-use-disorder services, meal programs, outreach, coordination of resources, and emergency warming or cooling center costs. Existing Consolidated Homeless Fund recipients may seek winter-only expansions but may not duplicate services already funded.
Applications must be submitted through Rhode Island’s Euna Grants Management System. Required components include the organization profile, Agency Capacity and Certification Form, Winter Response application, budget, and Authorized Official form. EOH evaluates threshold eligibility and completeness, then scores project design, implementation plan, and project cost.
Atlas assessment: Atlas Opportunity Score 87/100. N9+ Fit 38/100 conditional. The Nonagon N9+ should only be considered where an eligible applicant can document a grant-allowable remote clinical or telehealth access use within an eligible behavioral-health, substance-use or outreach service; the RFP does not expressly establish hardware or platform allowability. QC Healthcare Fit is 52/100 conditional for legitimate clinical, behavioral-health, substance-use or outreach support under an eligible applicant-led project. Dr. Miltie, LLC is not a verified direct eligible applicant.
