Opportunity Overview
The Vermont Extraordinary Financial Relief for Child Care Providers program is administered by the Vermont Department for Children and Families, Child Development Division. It is intended to preserve access to child care when a regulated provider faces an unplanned or emergency financial need that threatens continued, planned, or expanded operations.
Funding and Deadline
The Commissioner may provide a cash grant, an advance against Child Care Financial Assistance payments, or other suitable assistance. The current official guidance does not publish a standard per-applicant maximum, total program allocation for individual requests, fixed application deadline, clock time, or time zone. Requests are considered based on the applicant’s demonstrated circumstances and available program authority.
Who Can Apply
Regulated Vermont child care providers may request assistance when they are at risk of closing, unable to operate, open, or expand as planned, or are enrolling children from a program that is closing. The program is limited to situations where families’ access to child care is at risk.
Evaluation Criteria
DCF considers the events leading to the request; whether the provider may close or fail to open or expand within 90 days without help; other funding sources pursued, including evidence of loan denials when applicable; whether relief would actually preserve, open, or expand child care access; whether assistance is needed to enroll children displaced by a closing provider; quality indicators such as STARS; local child care need, especially in high-poverty areas; and other relevant factors.
Application Requirements
Applicants must submit the approved written application and substantiate their financial need with the requested supporting documentation and a signed cover page. Incomplete applications may be denied unless additional proof is supplied. DCF states that it aims to provide a decision within 10 business days after receiving a complete application and all required documents.
