Maryland’s Office of Overdose Response (MOOR) is seeking a certified Maryland small business to provide strategic planning, facilitation, written analysis, and ongoing guidance as MOOR updates the State’s overdose response strategy and FY27 priorities.

Solicitation: BPM058735
Type: Request for Information & Pricing / small procurement
Issuing agency: Maryland Office of Overdose Response, Maryland Department of Health
Deadline: September 11, 2026 at 5:05 PM Eastern Time. The eMMA-derived solicitation record reports 5:05 PM; one secondary crawler reports noon, so bidders should follow the controlling eMMA package and should not rely on a later interpretation.
Published budget: $50,000, as reported by a procurement index that marks the budget verified; the official price form and solicitation package control pricing.
Questions: Reported due September 8, 2026.
Contract term: Begins September 21, 2026 and runs through completion of deliverables, no later than June 30, 2027.
Procurement contact: Teresa Heath, teresa.heath@maryland.gov.
Attachments listed in eMMA: MOOR Small Procurement September 2026.pdf, Exhibit A Small Procurement Contract rev. 8.30.22.pdf, and Exhibit B Price Form Template (Small Procurement).xlsx.
Scope and qualifications
The contractor is expected to review the current overdose response strategy and related guidance, identify gaps, develop a facilitation plan and planning questions, facilitate an in-person strategic planning session, provide a written post-session summary, review MOOR’s draft strategy, and provide periodic strategic guidance plus a written FY27 recommendations memo.
Eligibility is restricted to a certified small business under Maryland’s Small Business Reserve Program. Reported minimum qualifications include ten or more years of experience in addiction policy and/or overdose prevention, knowledge of federal public-health funding and program administration, experience working in state or federal government, and experience facilitating meetings and workshops. Submission materials reported by procurement indexes include qualifications/experience, a PDF work plan, and the completed Exhibit B price form. The controlling eMMA solicitation and attachments supersede this summary.
Atlas fit analysis
N9+ Fit Score: 0/100. This is a strategy-consulting procurement, not a remote physical examination or telehealth deployment opportunity. Atlas does not force Nonagon N9+ into the scope.
QC Healthcare / Dr. Miltie: Not cleared as a TRUE direct vendor. The opportunity requires Maryland Small Business Reserve eligibility and a documented ten-plus-year addiction-policy/overdose-prevention record, government experience, public-health funding expertise, and facilitation capability. Those qualifications have not been established for Dr. Miltie/QC in the available records, so the direct pursuit structure is No Bid unless legitimate documentation proves otherwise.
Atlas scoring
Atlas Opportunity Score: 72/100. The work is substantively important to Maryland overdose-response planning and has a clearly defined professional-services scope, but it has a narrow mandatory qualification profile and the new-outreach window has already closed.
No outside organization is being promoted as solicitation-qualified without current proof of Maryland SBR certification plus the required ten-year addiction-policy/overdose-prevention experience. Generic public-health consulting capability is not enough.
Atlas action
This opportunity is already inside the 48-hour new-outreach cutoff. No new applicant or vendor outreach is permitted. Atlas will monitor the controlling eMMA record for any amendment or deadline change. No applicant match or cost share applies because this is a procurement, not a grant.
